Zone of priority education
The priority zones of education , or ZEP , zones indicate in which are located schools (schools or colleges) equipped with additional means, mainly of the premiums for the teachers, and a greater autonomy to face school and social difficulties of order. They thus break with the traditional egalitarianism of the minister of education main road (" to give more to those which have of it more besoin"). They are defined by the State education and were created in 1981 per interdepartmental circular proposed by the Minister for the education of 1981 to 1984, Alain Savary. The purpose of they were to fight against school failure.
Currently, the ZEP gather 8836 schools and colleges, distributed unequally according to the territory: 32% of the Parisian establishments are in ZEP against 5% in the academy of Caen. On average, there are 21,3 pupils per class in ZEP against 23,8 elsewhere.
According to a study of bearing INSEE over the period 1982-1992, “the installation of the zones of priority educations did not have any significant effect on the success of the pupils”. Indeed, according to this study, the additional means profit with the teachers and not directly with the pupils. Consequence of the persistence of the problems, the number of pupils in the establishments of ZEP drops, much parents avoiding these colleges by circumventing the Report card when they can it.
The Moisan-Simon ratio of 1997 recommends as solution with the problems of the ZEP the stabilization of the educative teams. However, it notes that the premiums are not enough for that.
A reform took place in 2006, accentuating the academic piloting of the ZEP, with for objective reducing the number of establishments concerned in order to concentrate the means on the colleges more in difficulty.
For the re-entry 2007, the Network Ambition Success (RAR) was set up by the Official Bulletin of April 6th, 2006. It is about one revival program to priority education. This plan is articulated in 3 levels (ep1, ep2, ep3). The goal of the RAR is to support the equal opportunities and the articulation of the project between the school, the family and the partners.
The Center Alain Savary, created in 1993 by the Minister of education main road within the teaching National research institute (INRP), with the University Paris 8 and the partners of the policy of the city, is a national center of resources on the educational and social practices in " difficiles" mediums; , in particular in priority education and RAR.
