Yves Dassonville

Yves Dassonville is a civil servant French born in 1948 with Paris. Having initially followed a career of statistician, Master in economic scenes of the faculty of Paris which has a time worked with INSEE, it then joined the ENA of which it left graduate Solidarité promotion in 1983.

A career enters Outre-mer and Metropolis

After having been useful during one year as civil administrator of 2nd class with the ministry for the Interior and Decentralization then, in the same year, having appointed sub-prefect of 2nd class and principal private secretary of the police chief of the Republic of the department of Eure-et-Loir. It joined an Outre-mer station quickly as an assistant general secretary of the French Polynésie of 1984 with 1986, it meets there Gaston Flosse which, appointed Secretary of State to the Southern Pacific near the Minister for the DOM-TOM in the government of cohabitation of Jacques Chirac in 1986, in fact its principal private secretary.

There remains however at this station only a few months before turning over to its prefectoral career, remaining this time in Metropolis until in 1995: he is successively general secretary of the prefecture of the Landes of 1987 with 1988, administrator civil of 1st class, sub-prefect of 1st class and under-préfetde Saint-Dizier in the Haute-Marne of 1988 with 1992, civil administrator and sub-prefect out-class like general secretary for the regional businesses of the Languedoc-Roussillon of 1992 with 1995, of return once again in Overseas as general secretary of the prefecture of the Réunion of 1995 to 1998, sub-prefect of Lorient in the Morbihan of 1998 with 2001, delegated chief of police for safety and defense near the prefect of the Zone of southern Defense, the Area Provence-Alp-Coast of Azure and of the Rhone delta of 2001 with 2002 and finally prefect of the the Jura of 2002 with 2004. It returns finally to Outre-mer in 2004 as a prefect of the Area Martinique of 2004 to 2007.

Of collaborator close relation of Christian Estrosi at the post of High-Commissioner in New Caledonia

In June 2007, the very new Secretary of State to Overseas in the 2 {{E}} government Fillon, the sarkozyste Christian Estrosi, chooses it as principal private secretary. It accompanies it during its displacement in New Caledonia of October during which the Secretary of State claims a firmer attitude of the authorities and police force with regard to the many social conflicts, criticizing thus indirectly the rather discrete attitude, even too “wait and see” according to some, of the High-Commissioner Michel Mathieu who resigns the October 15th 2007. The October 25th 2007, Yves Dassonville is named in the Council of Ministers to replace it and it arrives on the territory in the night from November 8th to 9th. Once arrived, the weather immediately broke with the rather unobtrusive attitude adopted by its predecessors by being immediately a statement with the local mediums while declaring in particular on the social conflicts: In this matter, it has neither magic wand there neither miraculous formula nor immediate solution. The social conflicts, it is initially the sign of a bad social dialog, which thus should be improved. It is not any more competence of the State, but I think that the services of the State will have to imply itself in the dialog. I will imply myself there and, if need be, but that comes afterwards, I will be able to show firmness. This message was interpreted like a will to continue the policy of its predecessor consisting in supporting before all the dialog while calling with more coordinations between the services of the High commissionership, in load of public safety, and the Government of New Caledonia, was responsible for the management of the industrial relations policy.
