He became Trade and Minister for Finance on June 15th, 1940, then Minister for the Nation's economy and Finances in the government of the marshal Pétain.

Like member of the Pétain government, it belongs to the signatories of the Lois on the statute of the Jews of October 1940 and June 1941.

Very hostile with Pierre Laval, which drew aside it from its ministerial position on April 18th, 1942 at the time of its return to the government, it was named Public prosecutor close the Court of Auditors. Yves Bouthillier was then stopped in 1944 by Gestapo and deportee in Germany until in 1945.

Main concerns of Bouthillier consisted in facing the requirements of the German occupant, while trying to limit the burden of those for the French economy. In particular, he endeavoured to prevent the depreciation of the franc and put safe from North Africa the gold reserves of the Banque de France.

As a minister, Bouthillier was also the author of a reorganization of the financial administrations of great width; it was also at the origin of the operational startup of the chart of accounts, creation about the certified public accountants (law of April 3rd, 1942) and of a reform of the company law, by creating the function of general President-director to reinforce the personal liabilities of the social leaders.

After the Release and the arrival of the general de Gaulle with the capacity, the High Court of justice condemned Yves Bouthillier in 1947 to three years of prison.

Thereafter, Bouthillier was Maire of Saint-Martin-of-D, its birthplace, of 1958 with 1972. Its action was directed by the will to preserve the clean character of the island from where its family came, while preparing its development.

He was also administrator of the commercial Bank of Paris (1951) and chair Charente-native Company of the maritime transport Fleet-in-D (Charente-Maritime).

Defense of Pétain

In its work entitled the drama of Vichy , it defended, in 1953, the Régime of Vichy and the marshal Pétain:
The action does not consist in creating an ideal, but carrying out a work. The place which the Marshal chooses was noble and perilous, its task exposed it to a misfortune without compensation. It is that if there is only one ground of France, there are two French people. The peasant of Artois was unaware of that a tradition, the tradition jacobine, links the nationalism and the military glory on a side, the will to found a company without natural structures of the other. The explosion which broke it into 1945 explains thus. The abstractions are without pity. The slow anguish of the Marshal lasted six years. He forgave, forgot and, of the bottom of the heart, accepted the unjust test.
