The Worldwide organization of the intellectual property ( OMPI ) or World Intellectual Property Organization (WIPO) is an specialized institution of the the United Nations. Its official mission is to stimulate the creativity and economic development by promoting an international system of Intellectual property, in particular by supporting the co-operation between the states. Its seat is located at Geneva in Suisse.
Son managing director since 1997 is Mr. Kamil Idris (Sudanese), which carries out its second one 6 years duration mandate. It employs 850 civils servant in more than 85 countries.
History
Its predecessors were the International offices Joined together for the Intellectual property (BIRPI, founded in
1893), then charged to manage the convention of Bern on the security of the literary and artistic employments, which met the need for the contractors to secure the exclusiveness in their discoveries and inventions abroad.
OMPI was created in
1967 by the signature with
Stockholm of a convention by its Member States. They were at the origin 51, of which the
Germany, the
the United States, the Soviet Union (the Fédération of Russia since renewed this engagement), the
the United Kingdom and the Suisse, but not France (which will join them only in
1974, when OMPI becomes integral part of
UNO).
They are 184 since the adhesion of Montenegro, on December 4th, 2006.
Operation
All decisions governing the strategy and the activities of OMPI are made by the Member States. Its secretariat coordinates the meetings of their bodies throughout the year. One finds there a general meeting (in which all the countries have an equal influence because decision makings aim at a consensus and each one has one vote), a coordination committee, and many committees of permanent experts, devoted on varied subjects. These bodies can create work groups charged to examine particular questions.
Contrary at other organizations of UNO, OMPI is autonomous financially and has a relatively important budget since it perceives more than 300 million euros per annum in taxes on the recording of Brevet S, of trade marks, Dessin S and of
S. delivers.
Criticisms
OMPI is criticized for its interventionism in the national laws, its lobbying near certain institutions (in particular the Federal state of the United States at the time of the vote of the law DMCA, judged liberticide) and its will to harden the laws on the intellectual property.
Comme of other international organizations (the IMF, OMC), OMPI meets the opposition of the alter-mondialists.
She is as shown to be partial, alarming more of big industries of the intellectual property as companies related to the
Free software.
One him also reproach sometimes his operation slowed down by the pressures of opposite groups of lobbying and its management partial by the means of the Center of arbitration and mediation of the dispute of domain names (load entrusted to ICANN).
