A company mutualist regional coed or SMER is a mutual in charge of the management of the student Régime of social security on a portion of the French territory delimited by the law. All the SMER manage a center of social security 617. The SMER also propose other services of insurances (housing, civil responsibility…) as well as partnerships (UCPA).

In 1948, the management of the mode of social security of the students had been delegated at three organizations: the General mutual company of the Lorraine students (MGEL) in Lorraine, the Mutual insurance company of the Marseilles students (MEM) in Marseilles and MNEF on the remainder of the territory. Each mutual insurance company being strictly confined in its territory. However, the MEM was very quickly integrated into the MNEF. The studied mutualism does not contain then any more that the MNEF and the MGEL, the latter remained thus only the mutual regional coed until 1974.

With the beginning of the year 1970, the monopoly of MNEF on the national territory is disputed. Moreover, the MNEF, and the trade union UNEF which directs it at that time, enter during one time of internal quarrels. Associations coeds which are not recognized or more in the standpoint and the intrigues of the MNEF wish to have an alternative mutual insurance company. It is the origin of the creation of the SMER. The SMER were created with an aim of being Apolitique S and continue to assert it. They refuse to discuss political subjects or social others that the Mutualité and the Santé of the students. Concerning this last competence, it carries out with GOLDS a national survey on the health of the students.

The SMER are created in 1970. Two primary reasons explain the choice of a regionalized system. First of all, the SMER were built on the model of the MGEL. Then, just like the MGEL, they was created with the support of associations existing coeds. Associations which helped with the creation of the SMER are in particular associations called commonly the majos , which had left the bosom of the UNEF. In Ile-de-France, three dies were active in the creation of the SMEREP, those of management, medicine and pharmacy. They obtain government and existing mutual insurance companies the means of launching the SMER. The installation is thus carried out gradually between 1970 and 1974 according to the territories, progressively of obtaining approvals and the means. Since then, the SMER did not plan to reconsider the regionalized mode of organization.

Presentation

The SMER are nine, for which it is necessary to add the SEM (Company of the students mutualists) which does not have a territorial spring. It is:
  • the Mutual of the students of Provence (MEP) , in Corsica, PACA and Languedoc-Roussillon.
  • the General mutual company of the students of the east (MGEL), in Lorraine, Champagne-Ardenne and Alsace.
  • the Company mutualist of the students of the Brittany-Atlantic (SMEBA), in Brittany and Country-of it the Loire.
  • the Société mutualist of the students of Mid-west (SMECO) in area Centers and Poitou-Charente.
  • the Company mutualist of the students of the North-West (SMENO) in Normandy, Picardy and North-Not of Calais.
  • the Company mutualist of the students of the area Burgundy and Franche-Comté (SMEREB) in Burgundy and Franche-Comté.
  • the Company mutualist of the students of the Paris region (SMEREP) in Ile-de-France.
  • the Company mutualist of the students of the areas the Rhone-Alps and Auvergne (SMERRA) in the Rhone-Alps and Auvergne.
  • the Company mutualist of the students of South-west and Overseas (SMESO) in Aquitaine, the Midday-Pyrenees and Outre-Mer become Vittavi .

The SEM is a particular mutual insurance company. It is charged to manage the Social security foreign students. Indeed, of the international agreements between France and a series of States, expect that the French government must ensure the social coverage of the students stock exchange S nationals of these states. The government delegated this task to the SEM which is exclusively qualified for the management of these students called BGE-BGF.

This list evolved/moved little. The SMESO was modified. First of all, it was cut down territorialement by creation by SMER specific to the overseas departments: the Company mutualist of the students of the Meeting (SMERÉ), and the Company mutualist of the students of Antille-Guyana (SMERAG) created in 1995 by former students come to make their studies in metropolis. In addition, of the dissensions of management resulted the SMESO in moving away from the other SMER. It consequently was famous VITTAVI.

In 2000, MNEF was seen withdrawing its enabling to manage the student mode of social security and was liquidated. A new mutual insurance company was created, taking again to some extent the structures, the organization and the personnel of the MNEF, it is LMDE. The LMDE and the SMER are thus the two possible choices of the students for their social security.

Adhesion with the system mutualist

Two structures gather the SMER.

Part of the SMER are joined together within the Union of the companies coeds mutualists (USEM) and which has a role of representation near the institutional ones and within the system mutualist. These SMER are the SMENO, SMEBA, MGEL, MEP, SMEREP, SMERAG.

The other part of the SMER, the SMECO, the SMERE, the SMEREB, the SMERRA and VITTAVI (ex-SMESO), are joined together within Fédération of the reciprocity coed (FEDEME) which is distinguished from the USEM in its internal management style and by the fact that it decided to leave the National federation of French reciprocity in 1989 to adhere to the interprofessional national federation of mutual insurance companies (FNIM). These mutual insurance companies had in addition contributed to the creation of the FNIM.
