William Tubman , of her complete name William Vacanarat Shadrach Tubman (November 25th 1895 with To grip in Liberia - July 23rd 1971 with London), was a bast Politician , which was president of the bast Republic of 1944 until its death in 1971.
Although already combined to the the United States which use Liberia like military base, the new president enters officially in war against the Germany and the Japan, the January 27th 1944.
Concerning the foreign policy, Tubman, while being aligned on the the United States, take part in the conference of the non-aligned countries of Bandung in 1955, and in the First Conference of the independent African States, organized by Nkrumah with Accra in 1958. In 1959, it is even with him that returns the privilege to organize the Second Conference of the African States.
In 1961, following a Panafrican conference organized in its capital, Tubman plays a diplomatic part of first order by forming the “Groupe of Monrovia” gathering the African leaders “moderate” wishing a progressive unification of Africa, unlike the “revolutionists” of the “Groupe of Casablanca”.
At the time of its accession to the supreme office, the infrastructures, in the country, are quasi-non-existent. Tubman explains this situation by the fact that Liberia never profited from the “benefits of colonization”. To cure this problem, it decides to set up an economic policy which it names “open door” (“open door”).
