WINS
WINS ( Windows Internet Naming Service ) is a waiter of names and services for the computers using NETBIOS.
Since Windows 2000, Microsoft advises with its customers to rather use Active Directory (and the Dynamic DNS) that WINS.
What is WINS
In practice, WINS is with the names NETBIOS, which DNS is with the FQDNs - a central deposit of information (database), to which a customer wanting to contact a computer on the network can send requests to find address IP to be joined, rather than to send a total request (with everyone - broadcast -) to ask the address to contact. The system then reduces the total traffic on the network.

Apart from the Microsoft software, Samba can also act as waiter WINS.
