Vladimir Loukine

Vladimir Petrovitch Loukine (in Cyrillic ВладимирПетровичЛукин) is a diplomat and Russian politician born the July 13rd 1937 with Omsk. He is member and deputy of the party Iabloko, Ombudsman of the Federation of Russia. From 1961 to 1965, Loukine collaborates with the Institute of the world economic scenes and the international relations of Moscow. He off becomes then writer of the international review Problems the world and socialism whose seat is with Prague. In 1968, it is expelled of Prague towards the the USSR because of its opposition to the invasion of the Czechoslovakia by the troops of the Warsaw Pact.

Between 1968 and 1987, he collaborates with the Institute of the American and Canadian studies of the Academy of Science of the USSR.

Loukine enters to the Ministry for Foreign Affairs of the USSR in 1987. In 1990, he is elected appointed with the Supreme Soviet of the socialist federative Soviet republic of Russia.

Between 1992 and 1993, Loukine is ambassador of Russia to the the United States. In 1993, Loukine is elected at the Duma of State of the Federation and takes part in the foundation of the Iabloko. He is member of the Iabloko group at the Duma. Between 1995 and 1999, Loukine chairs the Committee of the international Businesses of the Duma of State.

Loukine is a former temporary president of the Douma of State. He is the rapporteur for the Human rights in Russia. Loukine is also a specialist in the relations Russo-states-uniennes and in particular in the questions of disarmament. For this reason he is directing member of the international organization Nuclear Threat Initiative .

Loukine is participle also with the Conseil of the politics foreign and defense of Russia , a Think tank.
