Vital card

The Vital card is a Carte of health insurance national Frenchwoman.

In practice, it is about a Smart card with the format credit card making it possible to justify rights of the holder of the chart (or its having right, minors or joint) with the cover by an organization of Social security of the expenditure of Santé, in France. This chart is complementary to chart of European social security valid in the European Union, except in France. The European chart replaces the forms E111 and E128, is valid only one year, and contains only very little information compared with the vital card.

The chart, carried out by Sesam-Vital GIE is strictly personal and is allotted to all Sociétaire French or residing in France. The minors of more than 16 years have their own Vital card.

This system accompanies the transmission system by the sheets of care and is intended to replace it and make safe it by ensuring the correct identification of the member of National Insurance Scheme, and allows the automated treatment of these sheets by télétransmission by the doctors and health professionals, while ensuring a faster treatment of the files of refunding.

During the month of June 2006, 80 million Electronic Sheets of Care (FSE) was télétransmises by 226  000 health professionals.

Since 1996, the cases of health insurance have obligation to deliver with any recipient of the insurance disease a “individual electronic chart inter-modes” it vital card (code of the social security: Article. L.161-31).

Nevertheless, the recipient of the health insurance to freedom to have it or use it, the presentation of a simple sheet of certificate of social security, given in the centers CPAM (French health insurance system of health insurance) is sufficient to obtain refundings of the care.

Contents

The Vital card stores the following personal data:
  • the number INSEE of the policy-holder;
  • the name and first names of the holder and the recipients;
  • the obligatory mode of health insurance: general scheme, agricultural mode, free lances, etc;
  • the social security office and the unit of fastening;
  • rights to the services of health insurance;
like possibly:
  • rights to the Cover universal disease (CMU);
  • rights to a complementary cover (mutual, etc).

Since semi-2004, each member of National Insurance Scheme must also appoint an attending physician referent of his choice before consulting another specialist, to be able to profit from a refunding with full rate (except in the event of urgency, and for the consultations in ophthalmology, odontology, and certain specialists for which the general doctors are generally not sufficiently qualified, or for which the policy-holder has a permanent exemption of authorization in particular in the event of chronic affection).

Vital card 2

Philippe Douste-Blazy, Minister for health announced the exit of Vital card 2 per 2006. The photograph of the holder will be printed there in an inviolable way, and vital card 2 could in the long term be used as access key to the Personal medical records , shortened DMP of the holder located on a distant waiter (the contained informations in the DMP will make it possible to the various Health professionals to follow the state of the regulations and medical examinations recent, to know the medical antecedents, and to better adapt the treatments).

The first charts Vitale 2 were diffused at the beginning of 2007 in Brittany. The replacement of all the charts Vitale 1 by a vital card 2 should be done in four years.

Big Brother Awards

Two engineers, Jerome Créteaux and Patrick Gueulle, obtained the Price Voltaire 2005 distributed by the Big Brother Awards to have shown that information of the Vital card was coded, but not quantified. In other words, the software of Cryptographie was not activated (for reasons of economy)  : the data are thus in light. They thus showed that it was possible to have access to the confidential data present in the chart and to create “compatible” charts accepted by the health professionals while modifying the aforementioned confidential data. Having announced to the Vital GIE-Chart, the only answer of the known as organization was to continue Jerome Créteaux for manufacture of trick card and swindle in organized band because it had shown the viability of his “compatible chart” while being made give of the drugs in a pharmacy.

Anecdote

Some reprocessed Europeans installed in France were seen withdrawn their vital card, on September 30th, 2007, for administrative reasons.

According to the CPAM of the Hautes-Pyrénées: “In accordance with the decree of March 21st, 2007,” pursuant to an European directive of 2004, “very resident Community not credit being on our territory and which cannot profit or continue to profit from the European rights on presentation of forms such as E 106 or E 121 cannot profit from the Social security but must contract an private insurance. Consequently, you will want to turn over us well your Vitale charts.”
