Vigipirate plan

The plane Vigipirate is a safety device French intended to prevent the threats or to react vis-a-vis for the terrorist actions . Created in 1978 under the presidency of Valery Giscard d'Estaing whereas the Europe knew a wave of Attentat S, this plan was brought up to date with three recoveries, in July 1995, June 2000 and March 2003. It was deployed for the first time in 1991.

Levels of alarms

The current plan is cut out in four increasing levels of alarm: Yellow, orange, Red and scarlet.

At the time of the Attacks in Madrid of March 11th, 2004, the Vigipirate plan passed at the orange level then at the red level for the stations and the SNCF. It was high at the red level after the Attentats of July 7th, 2005 in London by the Prime Minister Dominique de Villepin.

Evaluation of the situation and applicable measurements

The evaluation of the threats is prepared by the dedicated services, and is renewed regularly, according to a rate/rhythm adapted to the evolution of the national and international situation. Starting from this synthesis, a proposal for a level of alarm is submitted to the President of the Republic and the Prime Minister, who starts the 'Vigipirate plan and determines the applicable level of alarm on the territory. Measurements of vigilance, prevention and protection are then started and implemented by the various authorities: services of the State, local government agencies, the SNCF, the RATP, airports…

The new Vigipirate plan allows a greater flexibility and a better reactivity of the actions of the State. It constitutes a pivot around whose the plans of intervention and specific helps like Plan Biotox, Plan Piratox, Plan Piratome could be set up if necessary.

The plan also envisages the division and the diffusion of a culture of safety. It rests indeed on a principle of shared responsibility of safety: each one must take into account the risks, of the ordinary citizen to the services charged to intervene against terrorism. Vigilance must be maintained and the teams of safety are trained and involved.
