Victor Liotard , was governor of the colony of the Dahomey (1900 - 1906), of the New Caledonia (1906 - 1908), of the Guinea (1908 - 1910).

Born with Chandernagor in 1858, Victor Liotard becomes pharmacist of navy in 1881.

After a stay in Guyana, it accompanies Galliéni in a forwarding with the Sudan in 1886. It enters then to the department of health of the colonies in 1891 and carries out a scientific expedition with the French Congo at the sides of Pierre Savorgnan de Brazza. In 1892, this last charges it with establishing the hydrography of the basin of the river Congo.

Leaving its service for that of the colonial administration, he is initially commissioner government of the territories of the Haut-Oubangui in 1894. To this station, it carries out and plans the progression of French colonization towards the High-Nile before yielding its place to Jean-Baptiste Marchand.
