Victor Considering , is born the October 12th, 1808 with Saline-the-Baths (the Jura), and dies on December 27th 1893 in Paris. It is a philosophical , economist and follower of the fourierism, polytechnician (X1826 promotion). It specified the concept of right to the work which became one of the key ideas of the French Socialists of 1848. It is known in constitutional law to be the inventor in 1846 of the representation proportional (see Scrutin proportional plurinominal). It adhered to the First International and took part in the Commune (1871).

It created with the Texas the Phalanstère of '' the Meeting '' with the support of Jean-Baptiste André Godin.
