In France, the vice-vice-chancellorship is a service decentralized of the State present in certain French territories and ensuring the administration of State education. The vice-vice-chancellorships are placed under the authority of a civil servant called vice-rector .

History

The concept of vice-rector appears with the decree 47-1287 of June 27th, 1947 which entrusts the responsibility of the service of the public intruction in Guadeloupe, in Guyana, Martinique and with the Réunion, with inspectors of academy which “have the rank and title of vice-rector”. These vice-rectors are placed under the authority of the vice-chancellor of a academy of metropolis, Aix-en-Provence for the Meeting, Bordeaux for the three others, from where the name of vice-rector. Chosen among the inspectors of academies, the vice-rectors are qualified for the secondary primary school education, and technical, like for the administration of youth and the sports. They can possibly take emergency measures in the other fields, in particular the higher .

In 1970, decree 70-47 of January 15th creates four new vice-vice-chancellorships in four overseas territories: New Caledonia, French Polynesia, Saint-Pierre-and-Miquelon, islands Wallis-and-Futuna. The vice-rectors of these territories exert roughly speaking same competences as those described above.

There was also briefly a Corsica vice-vice-chancellorship in on the same model, the organization of higher educations always depending on the academy of Aix-en-Provence (except for the purses of higher education). This situation however lasted only one year, decree 75-1026 of November 6th, 1975 having founded an academy of full exercise in Corsica.

In 1978, following the change of status of Saint-Pierre-and-Miquelon, the vice-vice-chancellorship is replaced by a territorial service of education. In the same way, the creation of areas in the overseas departments involves the replacement of the corresponding vice-vice-chancellorships by two academies, that of the Antilles and Guyana in 1973, that of the Meeting in 1984.

It thus did not remain any more that three vice-vice-chancellorships, but in 1999 decree 99-941 of November 12th, 1999 creates new with Mayotte.

Current location

The relative tendencies with the vice-vice-chancellorships are fixed by the lawful part of the Code of education, in particular title VI of book II.

There exist from now on four vice-vice-chancellorships, in the following communities of overseas:

Competences

The vice-rectors are charged to represent the Minister for State education. Representatives of the State, they exert competences left with this last in the educational matters by the specific Statut to each community. In the fields managed by the community, they can bring their councils or their expertise. In the fields of competence of the State, their capacities are about the same ones as those of the vice-chancellors for higher education and those of the inspectors of academy, directors of the departmental services of state education, for primary and secondary education. They have in particular the secondary quality of director of the budget of state education and have in load the administrative management of the personnel of the affected State in the vice-vice-chancellorship, in activity or detachment.

In each community, the vice-vice-chancellorships exert missions of control of the teaching activity, through inspections (IA-IPR and IEN). They are also responsible for the unit for the examinations and contest, which is held sometimes night so that the candidates of these communities compose at the same time as those of metropolis.

In Polynesia and New Caledonia, primary and secondary education is entrusted to the community and the communities of lower level. Besides these two communities have a Minister for Education. The vice-vice-chancellorships thus deal mainly with higher education, in particular ensuring the supervision of the universities and the training of the Masters.

At Mayotte and in the islands Wallis and Futuna, conversely, the State preserved an important competence as regards education, in particular for the recruitment and the remuneration of the teaching , the Report card, the orientation.

Statute and organization

The vice-rectors of French Polynesia and New Caledonia are named by Décret in the Council of Ministers and are chosen among the titular personnel of the doctorate or the Accreditation to supervise research. Those of Mayotte and the islands Wallis-and-Futuna are indicated among the inspectors of academy, teaching inspectors regional and named by stopped.

Each vice-rector is placed under the authority of the representative of the State in the community.

The vice-rectors are assisted of a general secretary in charge of all the technical sides. They can have of a Principal private secretary and an assistant, as well as advisers. The internal organization of the services is fixed by each vice-rector by taking account of competences that it has to exert.
