Viatcheslav Konstantinovitch Plehve (Вячесла́вКонстанти́новичфонПле́ве), born the April 8th 1846 with Mechtchovsk, Kalouga, dead the July 15th 1904 with Holy Petersbourg, was director of the police force Tsar ist, then Minister of Interior Department.
It came from a noble family of Germany and passed its childhood to Warsaw, after studies of right to the Université of Moscow, he became magistrate of the parquet floor assisting in 1867 and occupied various stations with the ministry for Justice. In 1881, it was in charge of the investigation into the murder of Alexandre II and entered to MVD (Ministry for the interior) as director of the police force, as well as Okhrana. He became member of the senate in 1884 and appointed ministry of 1885. He became to advise private in 1899, Ministre Secretary of State for the Finland of this date with 1904.
Deeply preserving, anti-semite, it worked vigorously with a policy of against-interference. One allots the dismantling of many revolutionary and liberal groups to him. But this undifferentiated policy, with respect to the degrees of opposition, caused to unite these enemies in the Osvoboditel' Noah dvijenie , an important force at the time of the revolution of 1905.
In April 1902, following the assassination of Dmitri Sipiaguine, it was named Minister of Interior Department. After the failure of a short attempt at conciliation with the conservatives Zemstvo , it took again its policy, encouraging the pogroms of 1903 and dissolving the trade union of the police force.
Plehve was an obvious target for the revolutionists. He survived an attack in 1903, two into 1904 before falling under that of July 15th, 1904.
