The first public library of Vesoul opens in 1771 when the abbot Bardenet, superior of the hospital of the Holy Spirit of Besancon, offers his collection of 1772 pounds to the city. The collections grow rich considerably with the Révolution, thanks to the confiscations operated in the monasteries of the city (capuchins) and the area (monasteries of Luxeuil and Faverney). Close to 20  000 volumes enter thus to the library, of which manuscripts of the 11th century. The works are then preserved on the floor of the town hall.

It is only into 1981 that the municipality decides to build a new building in order to support the public reading. The library was recently computerized. The funds old includes/understands approximately 200 manuscripts and 150 incunables.
