Valerie Pécresse

Valerie Pécresse , born Russet-red on July 14th, 1967 with Neuilly-sur-Seine (Hauts-de-Seine), is a political Femme French. She is Minister for Higher education and Research of the Gouvernement Francois Fillon 1 (May 18th 2007) and Gouvernement Francois Fillon 2 (June 19th, 2007).

Biography

Valerie Pécresse is the girl of Dominique Roux, academic and president of Bolloré telecom. Catholic practicing, it is married since August 6th, 1994 with Jerome Pécresse (executive vice president of Imerys, world number one of minerals of speciality), and mother of a girl and two boys.

She studied with the Sainte-Marie college of Neuilly-sur-Seine and obtains her baccalaureat at 16 years. After a preparatory class with the private Lycée Holy-Genevieve with Versailles it integrates HEC Paris of which it is graduate in 1988. She integrates the National school of administration of which she is graduate in public administration (promotion Condorcet, 1990-1992).

Of 1992 with 1998, it teaches the constitutional Law to the Institut of political studies of Paris, while being listener with the Council of State. Of 1993 with 1998, it is also adviser attached to the legal department and information technique (SJTI), attached to the French Prime Minister. Of 1995 with 1998, it is in parallel commissioner the government near the section of the dispute of the Council of State and General secretary of the Superior council of the Agence France-Press (AFP).

Political career

As of after the dissolution and the legislative ones of 1997, it is approached by Dominique de Villepin, whereas the new first socialist minister Lionel Jospin proposes to him to join his team, it however prefers to turn to Jacques Chirac and is then named in July 1998, adviser in charge with the studies, the futurology and technologies information near the Présidence of the French Republic. The engagement of the Red-headed families and Pécresse at Chirac is an old tradition. His/her grandfather, gaullist and old resistant, were one of the family practitioners Chirac and the psychiatrist of Laurence Chirac, when the second girl of Jacques and Bernadette Chirac was struck of anorexia to adolescence, and Pécresse are related with Henri Belcour, former mayor of Ussel and temporary of Jacques Chirac when this one was presented to the delegation. These bonds linking Valerie Pécresse, Corrèze and the Chirac family will be worth to him to be called, as she tells it itself, “Corrézienne” by president Jacques Chirac who also appreciates that she speaks the Russian and especially the Japanese.

In 2002, whereas the RPR seeks women for the legislative ones, Pierre Bedier and Henri Cuq proposes to him the succession of the deputy of the Yvelines, Franck Borotra, former minister in the Gouvernement Alain Juppe (2), this last then gives its agreement to present it to legislative in its district. In June, in spite of its image of “techno” parachuted, she is elected with the National Assembly in the Second district of Yvelines, against the general Philippe Morillon representing UDF. With the National Assembly, it becomes a specialist in the family questions - it was rapporteur of the mission of information on the family, was strongly implied in the reform of the Divorce and against the violences made to the women - and was also Member of the Commission of the cultural Affairs.

As from November 2002, it becomes assistant general secretary of UMP, in load of the studies and the center of political studies. Alain Juppe then said of it: It has vocation to enter a government and potential minister in the governments of Raffarin and de Villepin was announced.

Since March 2004, it is also regional adviser of Île-de-France and spokesperson of the UMP at the national level, with Luc Chatel.

She took part as rapporteur in 2005 - 2006 in the parliamentary mission of information on the family under the presidency of Patrick Bloche, appointed Socialist party. This commission presented 100 proposals to renovate the right of the family in order to protect the child. His report/ratio, heading the child initially , was adopted by the only UMP members and UDF of the mission.

The Prime Minister Dominique de Villepin charged it in July 2006 with a report/ratio on the conciliation life professional family-life, for November 2006. Director of the review of the UMP the debates of the union , adversary solved of the National front, it defends in April 2006 in the daily newspaper Le Monde the idea of a “proud and energetic métissée company”.

Known to be remained near to Jacques Chirac, without never disavowing it, it is member of the Club of the compass. In 2007, had a presentiment of with Health and the Sports, then with the reform of the State, during the countryside, it on television multiplies the interventions and at the public meetings and publishes Être a political woman… it is not so easy! .

She is finally named on May 18th, 2007, Minister for the Higher education and the Research of the government Francois Fillon. She thus replaces the former mayor of Valves, François Goulard, near to Dominique de Villepin.

Ministerial functions

May 18th, 2007, Valerie Pécresse is named Minister for Higher education and Research. May 21st, 2007, it names, in its cabinet:

  • Philippe Waistcoat, principal private secretary;
  • Marie-Daniele Campion, assistant editor of cabinet in load of the questions of life coed and revalorization of the careers;
  • Jean-Philippe of Saint Martin's day, assistant editor of cabinet in load of the means and the evaluation.

She announces at the end of May 2007 the implementation of a Loi on the autonomy of the universities.
