A vacation center or leisures (CVL) was the name given in France to a stay organized to accommodate groups of children in period of school holidays. They are under the supervision of the Ministère of Youth and the Sports and community life, and regulated by a precise legislation.
Under this name two types of structures accommodating of the children and/or teenagers are grouped:
- the Reception of leisures (Old recreational centres without lodging), usually called outdoor centres or " CLSH".
- the Stays of holidays (Old vacation centres), usually called summer camps or " camp of vacances" , which is for their part of the places of herbergement.
The CVL however has a legal existence with whole share.
General information
All
minor accommodated out of the residence of his/her parents until the fourth degree or of his tutor is placed under the protection of the public authorities (L227-1 Article of the code of the social action and the families).
The major ones, obviously, are thus excluded from the application of the regulation as regards collective reception in educational matter.
Framing
The team of framing in CVL is known as
teaching , and breaks up into two principal branches
the team of animation and
the engineering team:
- team of animation: composed of a titular director of BAFD, and several titular organizers or trainee of BAFA. Many other diplomas also make it possible to exert the function of organizer or director. The number of anybody which constitutes this team is dependant on a rate fixed by the Ministère of Youth and the Sports. Today in 2005, it is from at least 1 organizer for 8 children for the section from the 2,5 to 6 years, and of 1 per 12 beyond that. Extra-curricular reception: 1 per 10 for less than 6 years, 1 per 14 for the most 6 years
- engineering team: she is consisted of the cook, the treasurer, the personnel of maintenance… Its composition varies according to the centers.
Reception facilities
The reception of leisures
The term of
reception of leisures replaced, in July
2006, the recreational center (in the past
outdoor center and patronage).
It is a question of offering to the provided education for children (often from 2,5 to 17 years) of the leisures of proximity. The reception of leisures is subjected to the legislation in force as for the reception and the framing of the minors. They are under supervision of the Ministère of Youth and the Sports and the
Maternal protection and infantile (SME) for less than six years.
The action of the Recreational center is integrated in a step of complementarity with other educational spaces which are the
school and the
family.
For this reason, each director writes with his team a teaching project in which it will decline his objectives, resulting from the
popular education.
The stay of holidays
The
stay of holidays indicates, since July 2006, which is commonly known as being the vacation center or the
camp vacation .
It is thus a question for the organizers of a stay of vacancy of accommodating one or more groups of child, generally far from their residence respective, in a site having a place of lodging, in order to propose activities to them which they will previously have chosen.
The activities various and are varied there, dépendente of the localization of the structure and the teaching project of the team of animation. One can distinguish several types of stays:
- stay fixes at cultural, scientific or artistic topic: example " Stay circus for the 10 to 14 ans" .
- stay fixes multi-activity: example " Stay nautical activities in Corsica for the 14 to 18 ans"
- itinerant stay: example " Itinerant stay in Greece for the 14 to 18 ans"
History of the vacation centres or leisures
Denominational origins of the centers with medical vocation
The
France is probably one of the States where the collective leisures of minors are structured. The phenomenon of the vacation centres is old of more than one century and finds its origin in the denominational sector.
About the middle of the 19th century, the Église was the first institution to be dealt with and to organize the collective leisures. She then addresses primarily to the children workmen. The fast phenomenon of urbanization involved the appearance of an urban working class which lives under sometimes difficult sanitary arrangements. The objective of the ecclesiastical institutions is then primarily medical and pertaining to worship.
In Swiss, Pasteur Hermann Walter Bion invents in
1876 the first stay of children to the mountain which it names “summer camp”. This Pasteur, named in a working district of Zurich, decides to take along the working children to spend a few days in the village from where their parents are originating. The 68 children were framed by ten adults. Pasteur Bion wanted for his children of the living conditions “simple and reduced to bare essential”. The boys slept on the hay or the straw in barns, the young girls in peasants. The children saw themselves entrusting pieces of housework, but, especially, they benefitted from the great outdoors (walks, excursions, gatherings of fruits and flowers). This Pasteur notes on their return how much the great outdoors and the physical-activity were beneficial with the health of these children. In the years which followed, these stays multiplied in Switzerland but also by contagion in France.
Laicization of the vacation centres
While being based on the same medical and social project, the laic patronages and movements
set up vacation centres. Appearance in
1866 of the French League of teaching mark this will of structuring of a laic movement of organization of the holidays of children. From now on the sector of the vacation centres will continue the dichotomy of the School system and the opposition between the Curé and the Instituteur will have his ramifications in the organization of the stays of holidays.
The revival scout
In
1909, the Scoutisme appears in France. Come from
England, the movement initiated by Baden Powell is developed in France by the father
Jacques Sevin, Jésuite of origin inhabitant of Lille. This movement will create a true revolution by introducing a ludic and educational dimension at the holidays of the young people. True pedagog, Sevin reconsiders the place of the child in the vacation center, initiates new activities around nature and takes part in the creation of the first formations of framing.
The development of the great movements of popular education of the inter-war period
The period of the inter-war period is that of the appearance and the development of the movements of
popular education (CEMEA, Francas and Franches Comrades, UFCV…). In parallel, the municipalization of the summer camps becomes a particularly visible phenomenon in the Banlieue S Socialists and Communists. Consequently, the vacation centres are not any more with strictly speaking about charity works but become a true institution of popular education and leisures always intended to the children of the popular classes but also for the children of the middle-classes.
The Popular front: the national structuring
In
1936, the Popular front revival the dynamics of the vacation centres with the creation of the first Secretariat to the leisures and the sports which
Léo Lagrange directs.
The structuring of the vacation centres is also measured with the organization in
1937 of the first “center of drive for the people framing the summer camps”. Préfiguration of the training courses BAFA, this formation which proceeds with the foot of the Montagne Holy-Victoire is followed in
1938 by the first training of directors.
Post-war period: increase in the role of the State
The work's councils founded the shortly after the
Second world war will adapt a great part of the organization of the vacation centres. This activity will become even their principal activity. These work's councils carry out important real investments then. Most of the current housing stock of the vacation centres results from these constructions. In
1947, the State finances the summer camps with almost 90% and creates in
1954 the first national diploma of monitor and director. The movements of education then will implement training programs. A little rigid practices of the vacation centres (walk, meal, walk, meal, rest) will extend to new educational experiments resulting from the
new education.
The Eighties and the development of the recreational center
The years
1980 will see a substantial reduction in the number of minors registered in vacation center and the development of the number of registered voters in recreational center. For many analysts, this change is not inevitably due to a transfer but to the birth of requirements which were not met yet. Indeed, the vacation center which since
1973 officially lost its name of “colony” belongs to the sector of the spare time whereas the recreational center is perceived like a mode of guard of proximity to lower costs. Reduction in the working time (Passage to the
35 hours, RTT…) release from time for the adults. The middle-classes desert the vacation centres with the profit from family holidays.
The recreational centres occupy an increasingly important place in the “daily” leisure of proximity. The structures offer increasingly broad crenels of opening gradually: small school vacations initially then in the second time Wednesdays and Saturdays and finally the time of leisures before and after the school with the appearance of the extra-curricular receptions.
