A user is a person who uses a Public service, by opposition:

• with the customer, that which uses the services of a Entreprise deprived,
• with the Adhérent, that which is member of a private organization.

One speaks well about the Usage of a , whereas one speaks users about a service.

Examples:

• user of the Public transport,
• user of a Library or a Media library…
• User of the health which uses or is likely to have to use the departments of health, public or private
