University of Picardy

The Université of Picardy Jules Verne (UPJV) is a French university public created in 1970, whose seat is in Amiens but which has buildings in several cities of the area Picardy. It is currently chaired by Georges Fauré.

History

If the university of Picardy were created only in 1969-1971, the university education goes back to 1804, year of the creation of the School of health.

1804-1942: the School of health and a transitory Faculty of Arts

The School of health is organized as from March 1804, on the initiative of the medical Company of Amiens and the administrative commission of the old people's homes of Amiens. The inauguration takes place 22 germinal year XII (April 12th, 1804) and the courses begin the 15 vendémiaire year XIII (October 8th, 1804). The School is installed with the Hospital, the laboratory of Natural history and the Botanical garden being used for the courses as botany. The school then forms primarily officers of health.

In 1808, the decree organizing the imperial Université makes of Amiens the seat of a academy. It must thus theoretically shelter a faculty Letters and a Faculty of Science. In fact, only the Faculty of Arts is born on May 1st 1810. It however is removed with ten others by a royal Council Decision of the state education, confirmed by an ordinance of Louis XVIII on January 18th 1816.

Following the reorganization of the studies of medicine in 1820 - 1821, the School of Health is subjected to the university mode and takes the secondary name of School of medicine and pharmacy.

In 1840 - 1841, a new reform transforms the secondary School into preparatory School of medicine and pharmacy. The establishment is attached to the academy of Douai but remains financed by the commune and the department. In 1883, the city installs street Henri-Iv (opposite the cathedral), an appendix including laboratories in particular.

The law of November 30th 1892 removes the title of officer of health, obliging all those which want to make medicine obtain the title of doctor. Under these conditions, certain elected officials estimate that the preparatory School does not take place any more to be. A baited debate, during which Jules Verne takes the defense of the School, takes place at the municipal council which decides finally maintenance of the School by 13 vote against 12. In 1896, the courses are transferred in the district Saint-Leu and the appendix of the street Henri-Iv is abandoned. The students of medicine can follow to Amiens only the certificate of Physics, Chimie and natural science then the first three years of medicine, after which they must join a faculty (Paris or Lille) for the Doctorat.

In 1918, the events briefly lead to tranférer the preparatory School of Amiens with Rouen. On the other hand, the bombardments of 1940 involve the complete destruction of the Hospital and the buildings of the School. The courses then are moved with old évêché, current National college of business of Amiens.

1942-1971: development of the university formations and creation of the university

In 1942, to mitigate the difficulties of access to the Faculty of Law of Lille and Paris, a legal teaching is created in Amiens by convention between the city, the university of Lille and the Faculty of Law of this city. This lesson settles in their turn in the old one évêché. By a decree of February 10th 1955, the preparatory School of medicine and pharmacy is transformed into National school of medicine and pharmacy, which has the statute of institute of university and is attached to the medical college of Lille. This school gradually settles in new buildings, located street Frederic-Small, in the old college of Prémontrés.

In 1958, the offer of formation is supplemented by the creation of a university scientific college (CSU) and an University of letters, also attached to Lille. It constitutes the same year abstract “an university center of Amiens” in charge of the questions common to the whole of the formations.

In the years which follow, the university education of Amiens seeks to gain in autonomy while wishing to become a university with whole share. However, the services of the ministry refuse to create a university in a city which is not the seat of an academy. The difficulty comes from the hesitations of the representatives of the Département of Aisne who feel closer to Rheims than of Amiens and assert, if a new academy must be created, to fix the seat of it at Saint-Quentin, considered to be more central. If the request does not receive a positive feedback of the government, the Minister for State education promises however at the city the creation of a scientific higher education, which will be thing made in 1964 with the creation of a CSU.

This same year 1964 sees finally the creation of the academy, in particular thanks to the intervention of Robert Mallet which becomes vice-chancellor about it. They is as into 1964 as the buildings of the CSU with Saint-Leu are inaugurated, with the site of the old Hospital.

In 1965, the Council of the establishments of higher education is created and a first Guide of the student is published. The lesson of letters and right settles in their turn street Frederic-Small.

They that the building work of the Campus starts, is at that time also designed to shelter, in the long term, the totality of the university formations, which will not occur.

In 1966, the National school of medicine and pharmacy is set up in medical college, but the same decree envisages the progressive abolition of the lesson of pharmacy. New faculty remains attached to the university of Lille.

During events of May 1968, colleges legal, scientific, literary autoproclament faculties.

In front of the claims and them following the legislative modifications which have taken place meanwhile (Law Faure), the government reconsiders its decision taken in 1966 and creates a mixed faculty of medicine and pharmacy in Amiens.

Finally, on March 27th 1969, the university of Amiens is created by a decree. It gathers:

  1. mixed UER of medicine and pharmacy;
  2. the old ones THESE of famous Amiens and Saint-Quentin UER of exact sciences and natural;
  3. the UER of letters and social sciences;
  4. the UER of right and economic scenes;
  5. the academic institutes of technology which have just been created.

A provisional council is charged to manage the university and especially to work out the new statutes. The council decides in October 1969 to change the name of the university into university of Picardy, which gives place to disputes of those which think that there could be other university in Picardy. The new university however obtains win on the question of the name.

The statutes are finally approved by a decree of November 17th 1970, giving place to the election of the first statutory councils (board of directors and scientific advice) and that of the first president of the unviersity, Dominique Taddeï, on March 16th.

Since 1971: development and transformations of the university of Picardy

Since 1971, the university developed while gaining in interest near the Picardy students, who can from now on even follow their studies to Amiens in other cities of the area until the third cycle.

The university was thus established in the three departments of Picardy, in particular with Beauvais and Soissons.

In Amiens, the lesson of right and letters joined the Campus in 1971.

The economy and Faculty of Law found the center town starting from 1997.

For the medical colleges and of pharmacy (distinct since 1974), the installation with the campus remains a long time a project, but in front of the various delays taken, it is finally decided into 1987 to move them with the old old people's home Saint-Charles. Started starting from 1991, the installation is completed with the opening of the library in 2002.

The economy and Faculty of Law found the center town starting from 1997.

Lesson and research

The UPJV is a multi-field university which ensures the training of the students in almost all the fields of knowledge. It is organized besides in seven fields:

For the Research, the UPJV has 34 research teams, of which 16 are attached to the doctoral school letters, social sciences, and 18 with the doctoral school sciences and health.

The UPJV publishes each quarter a news bulletin, JV' Magazine .
