The unemployment rate is the share of the Active population which is with the Chômage. An unemployed is a person who does not have employment and which seeks one of them. The definition of the unemployed is extremely sensitive to the criteria selected, it is thus necessary to be wary of the figures indicated of a country on the other. For the international comparisons, one generally keeps unemployment rate within the meaning of the International office of work (the ILO), i.e. the people seeking a Permanent contract full-time and immediately available - excluding consequently the applicants for work currently in training course or those which take only one part time).

Recommendations cause a drop in unemployment

OECD recommends a “ deep reform ” of the job market with:

  • an easing of the protection of employment and the Déréglementation of the Law the labor, which would make it possible to facilitate the recruitings of the young people and the women;
  • a increased flexibility of the working time;
  • the development of the possibilities of part-time Work, to reconcile the parental community activities and responsibilities in particular;
  • the development of professional trainings “ throughout the life ” because “ the workers who receive a formation (...) are likely more to preserve their employment than those which do not receive from it”;
  • an effect of the associated costs to the Dismissal S on the labor costs, which would constitute the major brake with employment, and to the transformation of the part-time jobs into established posts, the cause of a too high rate of part-time jobs;
  • the installation by the States of a strategy of the “ mutual obligations ”, by which the recipient of social security benefits would have in exchange of a service of very high-quality, to commit itself undertaking an active search for employment (also called Workfare by the team of British the Prime Minister Tony Blair);
  • the generalization of the system of the “ Flexsécurité ”, invented by the Denmark, which grants the equivalent of 5% of GDP (Gross domestic product) the programs related to the job market. The flexsecurity combines facilitated of recruiting and dismissal with true safety nets set up for the unemployed.

In addition, OECD considers that the Taux of employment is an indicator more relevant than unemployment rate in the description of the Job market.
