Ulises Ernesto Ruiz Ortiz (April 9th 1958, Chalcatongo, Oaxaca) is a Politician Mexicain, member of the institutional revolutionary Parti. He is governor of the State d' Oaxaca since 2004.
He made his primary and secondary studies in the State d' Oaxaca, then left to Ciudad Mexico City to obtain a license in right to the autonomous Université of Mexico City.

Since May 2006, a fort strike movement with Oaxaca, carried out by the Popular Assembly of the people of Oaxaca requires his resignation.
Not understood by the governor who broke the négocations, the named popular junta APPO emitted a legal petition in Mexico City to obtain that their governor is deposited (source). The demonstrators occupied of the offices of the administration and hold the radio stations. The governor moved his offices of the official building to a town hall. This seditious situation became more explosive when with the August, of the armed men attacked these occupied radio stations, the governor denying any implication in these violences.
The legality of the petition addressed to the political power of Mexico City east itself discussed, politicians of the PRI declaring that it is anticonstitutional to deposit a governor in exercise, whereas the members of APPO argue owing to the fact that the fate of the governor can be decided by his population when the circumstances dictate it (what would be the case in their interpretation of the current events). The mandate of the governor is supposed to be completed in 2010 (see ).
