UNSA education

The UNSA Éducation is the name which took the Fédération of state education (FEN) at the time of its congress of Pau in 2000. If it remains faithful to the majority of the principles of the FEN, in particular to the plan of the values (independence, secularity, solidarity, defense of freedoms, will to transform the school), it is not located any more in the historical context of the FEN of 1948 which had chosen autonomy in order to preserve its unit, refusing to choose between CGT and Working force. Wanting to be today federation of branch of the UNSA , UNSA Éducation registers its action in the taking into account of a educational company throughout the life. It is currently the second trade union federation of State education.

A perimeter different from that of the old FEN

FEN had acquired with the wire of time, especially after May 1968, triple rôle :

  • Federation of trade unions of education, research and the culture  ;
  • Civil servant federation (of the State, essentially)  
  • trade-union Quasi-power station in fact.

Transfers of competence towards UNSA and UNSA civils servant

The constitution of the UNSA resulted in a reformating of the fields of intervention. UNSA dealt with gradually, especially since 1998, which related to the interprofessional field.

The UNSA Fonctionnaires, which initially gathered the FEN and FGAF was gradually restructured with direct adhesions of federations or trade unions by ministries (as that exists besides in the working confederations). The UNSA Fonctionnaires gathers organizations of civils servant of the State, territorial or hospital affiliés : UNSA Éducation remains about it clearly the main component, but it is not any more the single interlocutor.

A federation of branch of UNSA

UNSA Éducation thus fits from now on in the logic of federation of branch of the UNSA of which it was one of the constitutive members in 1993. Undeniable legal continuity between FEN and UNSA Éducation (it is the congress of the FEN of Pau, in 2000, which modified the name of the federation) does not prevent only the field of intervention of the FEN “  historique  ” (1945-1992) and that of UNSA-Education are different insofar as, very logically, of the transfers of competence and militants intervened in direction of the interprofessional structure (Alain Olive, general secretary of UNSA, is itself resulting from the national team of the FEN).

On the other hand, UNSA Éducation wants to be indeed carrying the trade-union culture of the FEN, in particular on the ground of secularity, the taking into account of the sociétaux problems or the question of the rights and freedoms while not being limited to a narrowly corporative vision, if not supporter of corporatism, things.

International affiliations

On the international plan, UNSA Éducation is affiliated at the European trade-union Committee of Education and the Internationale of the education (IE), which is the federation of branch associated with the news international Trade-union confederation. The current general secretary of UNSA Education, Patrick Gonthier, is the vice-president “  Europe  ” of International of Education]. UNSA Éducation also belongs to the French-speaking trade-union Committee of education and training.

UNSA Education today

UNSA Éducation is present in all the sectors of education, popular education, research and the culture (personnel teaching, administrative, technical, working, of service, health and social). Following the professional elections of 2005, it is today, behind the FSU, the second federation of State education (second in the teachers, first at administrative staffs and techniques). It is the first federation with the Ministry for Youth and the Sports and the first federation of personnel in Higher education (elections with CNESER, 2007).

    In agreement with the federation, the Trade union of the legal Protection of youth (SPJJ) joined the UNSA Justice, UNSA federation of the ministry for Justice. In the same way, with the re-entry 2006-2007, the National union of the teacher-artists (SNEA : teaching personnel of the academies) affiliated itself with the federation UNSA-Territorial. In May 2007, the SNECER (education with road control) was disaffiliated from the federation (bringing together with the federation of transport).

    Regional sections and secondary roads

    UNSA Éducation is also organized in regional sections and secondary roads. The trade unions and the regional sections are represented in its deliberative authorities (congress, national federal council and national federal office).

    Orientations of UNSA Education

    UNSA Éducation is defined as an organization at the same time reformist and claiming, ready to negotiate contractual agreements in the continuity of the orientation of old FEN, but able also to be opposed frontally to the public authorities so necessary (implication in the strikes of spring 2003 against the decentralization and the reform of the retirements).

    Secularity

    It is a permanent reference, a principle of orientation. UNSA Éducation is, with the Syndicat of the teachers, FCPE, the departmental Délégués of state education and the French Ligue of teaching and further education, one of the five organizations constitutive of the laic National committee of action (CNAL).

    “  For a company éducative  ”

    UNSA Éducation adopted a projet : “  For a company éducative  ” (editions ESF, 2001) which was voted with the congress of Pau of December 2000. “  The ambition of the project For an educational company is to make education throughout the life a right which confers on each young person, with each adult the possibility of building itself or to be rebuilt in a personal project of formation and to thus control its future and the world in which he lives. Education thus aims well the socialization and the development of the autonomy of each one and chacun.  ”

    The public office

    UNSA Éducation is attached to the republican design of the public office of career (and not of employment) whose the principles founders rise from the general status of the public office. Attached to the contractual policy, she hears for as much practicing a claiming reformism . Thus in spring 2003, it called its trade unions, its territorial sections and their militants to be strongly mobilized against a decentralization of the ATOSS of which it disputed logic and the cogency like against the reform of the retirements.
