UNSA-Customs

The UNSA-Customs is a Syndicat French gathering the personnel of the French Douanes. This Syndicat depends on the UNSA Finances and Industry, the UNSA Fonctionnaires, the UNSA. The Syndicat is member of the European Confédération of the Trade unions (THESE) and of the Union of the Personnel of Finances in Europe (UFE).

History

In September 1977, Jean Taddei, in rupture with the CFDT decides to create the national Trade union of the French customs (SPNDF), organization based on two fundamental great principles:
  • to refuse the politization of the trade unionism
  • to return to the sources of the trade unionism while acting jointly for the good of all by the assumption of responsibility of the professional and social problems.

In 1979, the SPNDF adheres to the autonomous general Fédération of the civils servant (FGAF) in order to be represented with the public office and creates the unified Fédération of Finances to have an influence within the Ministère of the Economy, Finances and Industry. This small trade union introduces as of its creation an important claim for the supervisory staff: the “allowance of the fifth”. It makes it possible the SPNDF to obtain 12,93% of the voices as of the first professional elections in 1979.

The Syndicat endeavors to make recognize the painfulness and the dangerosity of the trade of the agents of the monitoring. Among the satisfied claims are as follows:

  • recognition of the risks incurred by the agents of the customs by obtaining a widow survivor's pension to 100% with the surviving spouses (finance law rectifying n°87-1061 of December 30th, 1987) like their access to reserved employment (law 87-1131 of December 31st, 1987).
  • the first statute of use of the Public office of State for the sailing air personnel of the customs (decree 91-804 of August 19th, 1991).
  • recognition of the quality of Customs War orphan to the children of S killed or died at the time of the performance of their duties (law 93-915 of July 19th, 1993).
  • extension to the Customs S of measurements similar (promotion at the level or higher rank) to those planned for the active civils servant of police force seriously or mortally wounded or in the event of act of bravery in the exercie their functions (Article 95 of the law n°98-546 of July 2nd, 1998).
  • the allowance of annual installments (1 year for 5 years) by article 93 of the rectifying law of Finances 2003 of December 31st.

Meanwhile, on February 12th, 1993, following an initiative of FEN and FGAF, constitutes the National union of the autonomous labor unions (UNSA). During its VIIe congress in September 2001, the SPNDF adopts the new denomination SPNDF- UNSA .

Finally, the SPNDF-UNSA takes officially the name of UNSA-Customs at the time of the extraordinary congress of Chalès of the June 26th and 27th 2002. For the trade union, this congress marks a decisive stage of its development and its inscription in the autonomous current.
