The Traité Saint-Pétersbourg was signed in 1875 between the Japan and the Russia. Its terms stipulate that Japan gives up any claim on the island of Sakhaline in exchange of the territory of the Îles Kouriles to the peninsula of the Kamchatka.

The Traité of Shimoda of 1855 had left the territory of Sakhaline without clear borders, which had led to incidents between Russia and of the Japanese colonists. To rectify this situation, the Japanese government sent an ambassador Takeaki Enomoto to Saint-Pétersbourg to clearly define the territorial limits of the zone.
