the concept of transparency of the administrative documents indicates the possibility, for a citizen, to have access to any administrative document interesting it. One also speaks, in English, of “ sunshine laws ” (cf for example Government in the Sunshine Act of 1976 in the United States - literally: “Law on the Government exposed in the light of the Sun”). One of the prototypes of the legislation concerning the Right to information and the access to the Archive S is the Freedom off Information Act (FOIA) American of 1966. Seventy-five countries have today a similar procedure of access to the administrative documents, of which Sweden (since 1776), India (Right to Information Act of 2005), the United Kingdom (FOIA of 2005 also), Bulgaria, Romania, etc — as well as the legal documents and the concerning texts decisions of the Parliament.
