The trade union of transport of Ile-de-France ( STIF ) is the organizing authority of transport of the area Île-de-France. The members of the STIF are the Île-de-France area and the eight department S of this area: the Essonne, Hauts-de-Seine, Paris, Seine-Saint-Denis, Seine-et-Marne, the Valley-of-Marne, Val-d'Oise, Yvelines.
Within the framework of decentralization, the State withdrew on July 1st, 2005 of the Board of directors of the STIF, which since is chaired by the president of the Area Île-de-France.
New missions were also entrusted to the STIF. With 3,7 billion euros poured in 2005 for operation, the STIF is the principal financor of franciliens transport.
History and evolution
The STIF is resulting from the evolution of various forms of organization of Parisian transport, born in the years 1930.
November 12th 1938 is founded the committee of Parisian transport, directed by the State.
The 1er January 1949, the regional office of Parisian transport (ORTP) succeeds the committee of Parisian transport.
The 1er January 1959 the ORTP is replaced by the STP (Trade union of transport Parisian), public corporation consisted the State, the town of Paris and the departments of the the Seine, of Seine-et-Oise and Seine-et-Marne.
In 1968, the STP is reorganized to make there enter new the department of Ile-de-France (the Essonne, Hauts-de-Seine, Seine-Saint-Denis, the Valley-of-Marne, Val-d'Oise, Yvelines). Moreover the STP has financial autonomy and its president is the Regional prefect).
In 1991, its competence is extended to the whole of the territory of the area Île-de-France.
December 14th, 2000, the STP is transformed into STIF, pursuant to the law n° 2000-1208 of the 12/13/2000 relating to solidarity and the renewal urban, said law SRU. This reform results in the transformation of the STIF, tool controlled (and partially financed) by the State in a public corporation placed under the supervision of the Area, with an increasingly restricted financing of the State.
The evolution in progress, which was to apply at the latest the 1er July 2005, envisages the complete withdrawal of the State of the board of directors, which will consequently be chaired by the president of the area or one of its representatives. Its competences will be widened, with equal those of the organizing authorities of transport of province, in particular giving him the capacity to carry out projects of infrastructure, to organize the regular school transport and river services travellers, to revise PDU, or to fix the rates of the payment transport.
A vast debate between the district council and the State concerning the budgetary equipment of the STIF largely delayed these forecasts. The STIF, new formula, thus meet on March 15th, 2006 for the first time
Missions
The STIF organizes, coordinates and finances public transport travellers of Ile-de-France, which are ensured by the RATP, the SNCF Île-de-France, and the private companies of bus, gathered in association OPTILE.
- It defines the general terms of operating, creates the transport documents and fixes the tariffs.
- It defines the offer of transport and the level of quality of the services within the framework of contracts signed with the companies.
These contracts specify the services required of their share and the financings which they will receive n the other hand. They comprise a system of profit-sharing envisaging of the no-claims bonus
and of the maluses allotted according to the results obtained.
- L coordinates the modernization of the transport system public franciliens, by defining the principles of the great public investments, in particular the great projects of infrastructure envisaged with the Plan contract State-area (CPER), and by deciding methods of their realization. It ensures the control of the control of work of the projects. Lastly, it cofinances the modernization or the creation of the equipment necessary to the improvement of quality of service, thanks to the product of the fines of road traffic perceived in Île-de-France, of which it is affectataire with 50%.
Since July 1st, 2005 of new missions were entrusted to the STIF, in particular as regards Maîtrise of work, school transport, river public transport, transport of the people with reduced mobility and the services of Transport to the request.
The Economic and Social Committee of the Area (CESR) underlined in a report/ratio presented in October 2007, that the role and the competence of the STIF were to be re-examined so that an effective strategy and coordinate of transport can be really implemented. It underlines in particular the multiplicity of decision makers to the sometimes divergent interests: municipalities (at the origin of initiatives structuring like the VELIB and laying down specific rules of division of the roadway system), State (decision maker for the highways and main roads), prefecture (in load of the regulation of the taxis).

The budget of the STIF
The principal figures of budget 2005 are the following:
Resources
- the Payment transport : 2,631 billion euros, is 71% of the resources of the STIF, in increase of 2,9% compared to 2004. It is about a taking away paid with the STIF by the companies and public agencies or deprived employing more than 9 paid in the area of Ile-de-France. He sat on their wage bill. Its rate is of:
- 2,6% in Paris and in the Hauts-de-Seine,
- 1,7% in Seine-Saint-Denis and in the Valley-of-Marne,
- 1,4% in the four departments of large crown
- of the public contributions : 872 million euros, is 24% of the total of the resources, were brought by
- the State (289 million euros),
- the Area (263 million euros),
- the Town of Paris (198 million euros)
- the 7 departments of Ile-de-France (122 million euros).
Les resources of these local government agencies comes in fact, for a big part, equipments which the State pours to them each year under the expenditure of transfer of the STIF (decentralization). Whereas in province the communities finance transport without national assistance, the share of the State remains consequently important in the financing of transport of the capital area, even if some consider it still insufficient taking into account the importance of the projects which must be committed to maintain the network in state and to allow its development, within the framework of a durable development policy and implementation of the Plan of urban displacements of Ile-de-France.
