The town and country planning indicates at the same time the action of a community on its Territoire, and the result of this action.

Objectives of installation

The two major goals, and sometimes contradictory, of the policies of town and country planning consist of the accompaniment of the Economic development of the territories, and of the reduction of the space inequalities in economic or social terms. These objectives are joined together in the formulation of a development balanced of the territory , which is stated in many documents of Planification and texts of Loi.

Means of installation

Town and country planning mobilizes a whole whole of sectors of intervention to arrive at the objectives stated above:

  • the Economic development
  • the industrial relations policies spatialized
  • the policies of the Housing
  • the development of the infrastructures, in particular of Transport and Communication
  • safeguarding and the development of the Environment as one conceives it for example in the Gestion integrated of the coastal areas

Scales of installation

Town and country planning exists:

  • with the national scales as it is the case for example in France (cf the Town and country planning in France);

  • on a supranational scale as in the case of the European space policy such as it is defined in the Development scheme of Community Space;
  • on the scales sub-main roads, town and country planning belongs to competences on which the French Régions intervene jointly with the State.

On a more reduced scale of the agglomerations, one enters the field of the Urbanisme.
