Thomas Paves “Tom” DeLay , (born in 1947), called by its partisans the Hammer (the Hammer), is a American Politician and one of the most powerful members of the Republican party. Currently, it represents the Texas with the Chambre of the Representatives of the United States. He was the chief of the Republican majority between 2003 and 2005. The September 28th 2005, it was accused of criminal conspiracy by a court texane, obliging it to put itself on leave of its function of chief of the Republican majority.

Youth

DeLay was born the April 8th 1947 with Laredo (Texas). It passed the major part of its childhood to the Venezuela where his/her father worked in the oil industry.

DeLay have bad relations so much with Gingrich than with the leader of the republicans of the room, Texan Dick Armey. In 1997, it tries to seize the function of Gingrich but fails.

As a vice-president of the majority, DeLay had the new nickname of the " marteau" because “it lowers the head and charges straight.” It is recognized for its capacity to impose the discipline of vote to the republican elected officials with the room but also to be avenged for its opponents.

Chief of the majority to the Room (2003-2005)

After the elections of November 2002, DeLay was elected chief of the majority after the decision of Dick Armey to withdraw political life. It imposed an iron discipline to the members of the party to make sure of the coherence of the votes in order to preserve the domination of the republicans on the Room. It however has enough flexibility to authorize dissenting votes of moderate republicans or centrists when it knows that those will not harm the awaited result. Thus votes passed to only one way of majority.

It is also very skilful to collect funds in order to finance the electoral campaigns and to ensure an financial autonomy of the republicans of the Senate vis-a-vis the White House or the other executive bodies of the party. He was thus opposed on several occasions to certain bills worked out by the dispensaries of the government.

In January 2006, DeLay definitively gives up directing the republicans of the Congress. It is John Boehner is then elected in February 2006 as chief of the Republican majority to the room of the representatives.

After having gained the republican primary elections organized in its district for the elections of November 2006, DeLay suddenly announced in April 2006 its intention to leave its seat with the Room of the representatives before mid-June 2006 and not to represent themselves.
