Tlicho
The Tlichos , called before Dogribs , are native-born people of the alive Canada in the Territoires of the North-West.
August 25th, 2003, the Canadian federal government granted to them a territory of 39.000 km ² between Great Bear Lake and Great Slave Lake in the Territories of the North-West. This territory includes both mine S of Diamant S Canadian. This ground is also named Tlicho.
Tlichos have from now on their own legislative bodies within the four communities of their territory, whose chiefs must be Tlichos, whereas each one can be presented to the station of advising, and vote. The legislative power will have, inter alia capacities, those to raise the taxes; to collect the taxation of the resources, which currently go to the federal government; to control hunting, fishing, and industrial development.
Tlichos will also receive 152 million dollars during the 15 next years and approximately 3.5 million every year.
The federal government preserves the control of the criminal law, as in the remainder of Canada, and the Territories of the North-West control the services such as health and education.
This process of ground claims was concluded at the end of twenty years from negotiations. A similar process bringing into play the Inuit and the Territories of the North-West had led to the creation of the new territory of Nunavut. Same if Tlicho will not be a new territory, the extent of its capacities invites at the same time to the comparison with the birth of Nunavut and the creation of the government of the Territories of the North-West in 1967 (this territory was managed before since Ottawa).
