Jean-Baptiste Victor Theophilus Roussel (July 28th 1816 with Saint-Chély-with Apcher, Lozere - September 27th 1903, with the castle of Orfeuillette with Albaret-Holy-Marie, Lozere) is a doctor and Politician French.
As of 1841, it makes a biographical study on famous Lozérien: Guillaume de Grimoard (pope in 1362 under the name of Urbain V), which is worth the praise of the to him Académie of the inscriptions and the humanities as well as a gold medal. The same year, it is received intern of Paris at 24 years. It is with the Salpétrière then with the hospital Saint-Louis that it continues with brilliance its thesis of doctorate in medicine and discovers a case of Pellagre suitable for the Italy and with the Spain.
Of 1842 with 1895, it writes several works following its medical research and has as a friend Claude Bernard. He undertakes a study trip in south-west, with Toulouse and in Spain, for better including/understanding this terrible plague than is the pellagra.
Of return in Lozere, Theophilus Roussel is elected appointed at 33 years; he marries in Saint-Chély of Apcher, Elisa d' Estrehans. The couple settles in Orfeuillette; Theophilus transforms his property into splendid castle. They have a fore-mentioned girl Jeanne. Theophilus Roussel follows the occupation of country doctor while continuing his research on the pellagra. He is successively general adviser and president of the general advice of Lozere. In 1860, it has an important parliamentary activity: deputy of Lozere, it makes adopt a law in 1873 against the Alcoolisme. President of the protective company of childhood, it makes vote the law known as “Roussel” of child welfare, adopted in 1874. He is elected senator under Mac-Mahon and will be renewed by twice in his mandate of senator (1879 - 1897).
He enters to the Académie of Medicine in 1872 and to the Academy of Science morals and political in 1891. He dies in his castle of Orfeuillette at the 87 years age. He bequeaths to his birthplace his paternal house, become town hall, his library of 5.000 volumes and an important sum allowing the construction of the Theophilus-Roussel Hospital-Old people's home.
