The local Council (Israel)
In Israel, a local council ( מועצהמקומית : mo' etsa meqomit ) is a commune, which did not reach yet the statute of Ville (עיר), which requires, inter alia, a certain level of population.
The Minister for the Interior matters has the capacity to decide if a commune is ready to become a Ville. The minister must collect the opinions and wishes of the residents of the commune, who can decide that it remains a local council , even if all the criteria to become a city are filled. Thus, in spite of its population of more than 30.000 inhabitants, Ramat Ha-Sharon became a city only in 2002 because of the will of its inhabitants to preserve an image of small town.
