The autonomous Community
The autonomous communities are areas independent and free, they do not depend on the State. They decide themselves of what will be done in their community (projects, constuctions, tourism).
This concept is primarily used in Spain.

But autonomy does not want to say independence and it is precisely the problem raised by which, in particular, autonomous community of the Pays Basque. Indeed, some, whose Basque terrorist organization ETA, claim their independence whereas article 2 of the Constitution affirms " the insoluble unit of the Spanish Nation, common and indivisible fatherland of all Espagnols". This same article is based this administrative organization and political original by recognizing the right to autonomy. It appears by an political organization close to that of a State independent - with that close any decision must be in conformity with the laws and decisions taken by the State - in particular by division of the capacities of executive power managed by a Government council, legislative power managed by a Autonomique Parliament and judicial power.
