The advisory royal Council for the Saharan businesses

The the advisory royal Council for the Saharan businesses or CORCAS is an advisory device Moroccan creates by the king Mohammed VI in order to assist it politically and economically on the question of the the Western Sahara. The king named Khalli-Henna Ould Errachid with the presidency of Corcas with Laâyoune. He makes following another council of the same name, formed by Hassan II at the beginning of the Années 1990.

Geopolitical context

The Moroccan kingdom forever recognized the independence of the Western Sahara since the withdrawal of the Spain in 1975 and regards it as integral part of its national territory. A referendum on the self-determination promised by UNO since 1992 and unceasingly pushed back by Morocco.

With died of Hassan II, the rebellion up to that point contained by the Minister of Interior Department Driss Basri bursts and misses causing a civil war. Mohammed VI founds the authority “Equity and reconciliation”, charged to put a term at the years of lead, but which pains to concretely improve the situation of Sahraouis. New demonstrations of freedom fighters burst with Laâyoune in 2005. Mohammed VI then founds the CORCAS, charged to propose to the people sahraoui a third way between the annexation and independence, that of autonomy, Morocco conserverant national defense, the foreign affairs and the currency.

Official objectives

Political objective

The CORCAS has to assist king Mohammed VI for all the relative questions with the defense of the territorial integrity and the national unit of the Kingdom of Morocco. The council has to promote the project of autonomy of the Western Sahara proposed by Morocco with UNO in 2006 and to fight against the independence movements, in particular the face of the Polisario and its allies. The members are entitled to formulate proposals concerning any measurement to be used in order to support the final return of the populations of origin sahraouie taken refuge in the camps of Tindouf (south-western of Algérie), are managed by Polisario and implicitly by Algeria.

Economic and social objective

The council is charged to ensure human development, economic and social provinces of the Western Sahara of coordination with any public or deprived and to suggest actions aiming preserving and at promoting the cultural heritage, linguistics and artistic national or local institution (Hassani). The council is in addition charged to propose specific actions to ensure youth a prosperous future and to guarantee the improvement of the condition of the woman sahraouie and her integration in all the fields.

Advisory body

President

The president of the CORCAS is the official spokesperson of the council and the official interlocutor with respect to the public authorities and of the organizations and institutions international. When it esteem necessary to delegate part of these attributions to members of the Council, it must request the approval of the king.

Members

The CORCAS is composed of 141 members (including 14 women) originating in the tribes of the Western Sahara, among them are ex-persons in charge of the face of Polisario who rejoined Morocco. The members of the office are elected, at the beginning of each year, among the members of the council having a deliberative capacity. The president east names by the king and dipose of a four year old constituent to the head of the council.

The Council also integrates:

  • All members having been elected by their respective tribes under the preceding council
  • Chiefs of the tribes (Chioukhs) sahraouies
  • members of associations of the civil society and the organizations of the young people
  • representatives of the Moroccan nationals originating in the Sahara residing abroad and the refugees of Tindouf

Also have to sit in membership in an advisory capacity: representatives of the governmental authorities in charge with the interior and the foreign affairs, the Walis and governors of the provinces, the director of the Agency of promotion and development and directors of the regional centres of investment.
