The Parliamentary chain
the Parliamentary chain , so known under the name LCP , is a public Television channel French created by the French National Assembly and the Sénat in order to give an account of the activity of these two institutions.
History of the chain
In 1993, the French National Assembly obtains an internal channel of television baptized Canal National Assembly retransmettant the meetings and commissions of the Room for the deputies retained in their offices and which cannot assist to with it. This chain, which emits only a few hours per day, is taken again in channel divided on the Parisian cable. Starting from 1996, the Sénat comes to occupy the vacant time slots of the channel by retransmettant its own meetings and work. Channel National Assembly becomes Canal then Assembled , first stage in the realization of a parliamentary common chain.The parliamentary chain is officially created by the law of the December 30th 1999 aiming at equipping France with a body similar to the Parlementary Chanel British or to Chamber TV with the Luxembourg, able to give an account of the parliamentary activity on line, beyond the twice-weekly windows of diffusion of Tuesday and Wednesdays afternoon on France 3.
The company of program the Parliamentary chain - National Assembly (LCP-AN) is joined on February 8th 2000 by her counterpart of the Sénat, Public Senate , the two assemblies then sharing the same channel of diffusion on the cable and the satellite. The two companies of program constituting this chain are autonomous and alternate 24 hours a day according to predetermined time slots.
The March 31st 2005, the parliamentary chain starts to emit on the free bouquet of TNT, widening thus considerably its potential public. As a public channel, the Superior council of audio-visual the has office granted to him a frequency on the TNT.

The capital of the Parliamentary chain - National Assembly of 40.000 €, is held at 100% by the French National Assembly and that of Public Senate of 120.000 €, is held at 100% by the Sénat.
Budget
In 2005 the budget of the Parliamentary chain was of 19.644.060 million Euro. It was composed of that of the Chain National Member of Parliament-Assembly which rose to 9,439 million Euro, and of that of Public Senate which went up to 10,204 million. After a stagnation of its financing between 2002 and 2004, the Parliamentary chain knows a growth important of its budget as from 2005. Indeed, the two chains know one period of stability in their budget: between 2001 and 2003 for LCP-AN, and of 2002 to 2004 for Public Senate.
Mission
The Parliamentary chain has a public service mission, of information and training of the citizens to the public life, by parliamentary programs, educational and civic .
Programs
The chain proposes the meetings of the Parliament and the remote Senate on line or, the daily political magazines, the newspapers of information, the reports, the portraits, and also of the national or international political events retransmis on line.The chain gained of visibility by retransmettant hearing of Burgaud judge on line by a parliamentary commission following the failure of the lawsuit of Outreau, and by diffusing three debates between the candidates with the socialist candidature with the French presidential election of 2007 current November 2006.

- Bulge France : one hour daily program and half mixing newspapers of information, debates, chronicles and political information, presented by Pierre Sled and Jean-Louis Gombeaud of 22:00 to 23:30.
Diffusion
LCP is diffused on the network TNT. LCP is emitted in clearly since the satellites Atlantic Bird 3 and the satellite Astra 1. On the other hand LCP is paying (encrypted) since the satellite Hot-Bird in the offer Nouveau Canalsat. LCP is also visible on line in streaming on Internet sites of the two companies of program.Article 18 of the law N° 2001 - 624 of July 17th, 2001 obliges any distributer of services by cable or satellite to be diffused, in light and with its expenses, the programs and the interactive services associated of the Parliamentary chain. This provision is also worth for the operators ADSL.
Public Senate and LCP-AN are the two only chains diffusing their programs on the French territory not to be subjected to the control of the SCUMS.
