The One

the One is a Television channel public general practitioner of the French Communauté of Belgium pertaining to the public group Belgian Radio-Télévision of the French Community (RTBF).

History of the chain

The INR

Experimental television is born in Belgium on line on June 2nd 1953 with the diffusion of the crowning of the Queen Elizabeth II of England.

October 31st with 20:30, since studio 5 of the Flagey place, seat of the National institute of Belgian Broadcasting (INR), the announcer Andrée Rolin opens the antenna of the very new experimental television channel which has just been born and which emits only two hours per day, six days over Sept. the program begins with the Tv news French from rtf relayed by the transmitter from Tele Lille (first French regional transmitter), followed by an emission of the cabaret type.

In the first times, the INR emits two to three evenings per week, with an important place given to the theater and to dramatic, and made slackening Friday and during the holidays. Wednesday and Sunday evening, the chain diffuses its own productions. The remainder of the programming is ensured by programs of the rtf. The first direct sportsmen make their appearance with the Football world cup of 1954 and Monday sports starting from 1955. The Belgian first Tv news makes its appearance on September 1st 1956, entirely carried out with Brussels and almost deprived of images, except that of the presenter reading his text. The World Fair of Brussels of 1958 gives to the INR the opportunity to reinforce its new televisual pole and to supplant the radio. The panel " experimental television belge" disappears from the screen, bus of collecting are acquired, the Magazine of Expo is diffused each day for six months, and the days of slackening and interruption during the holidays disappear. Each day, of the reports, interviews, debates and animations make the report of the activities of Expo '58. The section Investigations and Reports launch the first large magazine of Belgian television: Last nine Million.

In 1953, one only counted: 6500 television receivers in Belgium. The transmitters of the INR are then located at the Law courts to Brussels with a limited range with a radius of 40 kilometers. It is necessary to await 1954 to have transmitters with Liege and 1958 with Wavre, which makes it possible to practically cover 96% of the French-speaking territory. In 1956, one counts more: 100000 television sets and, in 1960, one passes the bar of: 700000.

The RTB

In 1960, the law Harmel replaces the National institute of Broadcasting by the Belgian Radio-Télévision (RTB). This new establishment includes/understands a BRT or issuing house Dutchwomen (Belgische Radio in Televisie), a French issuing house (Belgian Radio-Télévision or RTB) and an institute of the common services. The two issuing houses are independent one of the other and have of a total cultural autonomy, an organic independence with respect to the government and the guarantee of the freedom of information. The RTB/BRT is directed by a director of the programs named by the King.

In 1962, the cable television is indroduite with Liege and with Namur and in all the country as of 1975, putting thus fine develops at the monopoly public television.

Multiple emissions seem the extraordinary Garden (1965), the sporting Week-end (1967), the arrivals on line of the Tour de France cyclist, the first political debates and electoral evenings and the great reports abroad. In 1973, the RTB passes to the color with the extraordinary Garden and the Tv news.

In 1976, a second channel of television of French language is created, the (a), and the decentralization of the production is set up with the creation of the Regional centres TV at Liege and Charleroi. A new Production center is created with Brussels in 1979.

RTBF1

The RTB becomes the Belgian Radio-Télévision of the French Community (RTBF) in 1977 by decree of the cultural Council of the French Community. The RTBF has cultural autonomy thus, of a monopoly of radio-televised diffusion, freedom of the information and an independence vis-a-vis the public authorities. The RTBF is directed by a Board of directors whose members are elected in accordance with the political distributions within the cultural Council. The general Administrator is appointed by the cultural Council. The first television channel of the RTBF is renamed RTBF1 .

In 1983, RTL Television obtains the authorization of a hertzian relay between the Luxembourg and Brussels; in compensation, the RTBF receives the access to noncommercial publicity in 1984. The financial contribution and the quotation with the screen of commercial sponsors will be authorized in exceptional circumstances in 1987 to make it possible the RTBF to organize the Concours Eurovision of the Song. The decree of the French Community authorizing the diffusion of commercial publicity by the private channel RTL-TVI in 1988 puts an end to the monopoly diffusion of the RTBF, but in 1989, another decree of the French Community authorizes the diffusion by the RTBF of commercial publicities to rebalance the situation. The management and the marketing of ad spaces are entrusted to TVB, company common to the public channels and deprived of the French Community (RTBF1, Télé 21 and RTL-TVI). TVB, distributed the advertizing revenues between the two chains by 25% for the RTBF and 75% for RTL. The décrié system of all shares will be abandoned in 1996.

RTBF the One

The Parliament of the French Community adopts in 1997 a decree making of the RTBF an autonomous state enterprise. The RTBF1 is then famous RTBF the One .

At the time of the Football world cup of 1998, the RTBF decides to diffuse the entirety of the matches on its two principal television channels, the One and Both. So that the largest audience has access to these programs, one carries out a redistribution of the transmitters which makes it possible to collect the One and Both on the networks of cable television of course, but also by hertzian way, on the totality of the territory of Wallonia and Brussels. This device will be maintained beyond the World cup.

RTBF the One changes preparing in May 2005 to become simply the One . The chain reorganizes its offer of program in complementarity with those of Both.
