Been based by Edmond Tarbé of Fine sands and Henry de Pène, this daily newspaper is at the origin of sensitivity monarchist, scoffer under the Empire. Zola publishes there 59 articles between 1869 and 1869. It is removed by the Commune, at the same time as the Figaro, it reappears with Versailles. Bonapartist and Antirépublicain then, it adopts the cause Légitimiste in 1879.

In 1882, it is taken again by Arthur Meyer, amalgamates with the daily newspaper Civilization and becomes the newspaper society man, policy and arts person of the good company. Of high literary behavior, primarily read by the aristocracy and the upper middle classes, powerful politically more by its assistantship that by its engagement, it supplants per moment the Barber. Its seat was with the n°2 street Drouot, in Paris. Diffusion between 15.000 and 30.000 specimens.

This press agency disappears in 1929, absorptive by the Barber.
