Ryô Saeba and Hideyuki Makimura, which forms the duet named City Hunter , is called to solve the case of a boxer who assassinates his adversaries.

Ryô dismantles then a network of slavery, which sells young girls captured in stores. It is on this occasion that it meets for the first time Kaori.

Hideyuki then tells in Ryô the history of Kaori: his/her father was killed by the father of Hideyuki, police officer in service. This last then decided to adopt the girl of death. Kaori is unaware of that it is adopted. As it is its birthday, Hideyuki decided to even acknowledge the truth to him the evening, and to give him a ring, only memory of his/her true late father.

But Hideyuki, to have refused to join a trust of drug, is assassinated. He dies in the arms of Ryô while asking him to take care on Kaori. Ryô avenges it, then will join Kaori, requiring of him to flee Tokyo. This one refuses, saying that she wants to make pay, and that Ryô needs a new assistant.

Then both deal with moving the businesses of Kaori, which comes to live in the same building as Ryô. But two criminals take as an hostage the passengers of the bus into which they are gotten.
