The Council of the police chiefs of the people (the USSR)

The the Council of the police chiefs of the people (Russian: Sovnarkom ) is more the governmental high ranking authority under the Soviet mode . It replaces the provisional government following the takeover by the Bolcheviks on October 25th, 1917 in the Calendrier Julien (November 7th in the Gregorian Calendrier), or Révolution of October. The Council of the police chiefs of the people is known after 1946 like the Council of Ministers.

Installation

After the departure of the Socialist-revolutionists of right-hand side and Mencheviks, which refuse to legitimate the insurrection Bolshevik, IIe Congrès of the Soviets is composed Bolsheviks and of Socialist-revolutionists of left. Before separating, it founds a “working government and provisional peasant”, the Council of the police chiefs of the people, which must control the country “until the meeting of the constituent Assembly”.

The Council of the police chiefs of the people comprises only Bolsheviks. Chaired by Lénine, the first government Bolshevik includes/understands 15 “police chiefs”: Trotski is police chief of the people to the Foreign affairs, Rykov is charged with the Interior, Milioutine of Agriculture, Lomov of Justice, Noguine of the Trade and of Industry, Chliapnikov of Work, Teodorovitch are in the Supply, Lounatcharski with the State education, Stépanov with Finances, Gliébov at the Stations and Télégraphe, and Stalin is president of the Commission of Nationalities. There is moreover a committee made up of Antonov-Ovseïenko, Krylenko and Dybenko for the War and the Navy.

Supported by Trotski, Lénine pushed back the idea of a coalition government of the parties Révolutionnaires. In answer, Rykov, Teodorovitch, Milioutine and Noguine leave the Council of the police chiefs of the people.
