The Council of the police chiefs of the people (Germany)

The Conseil of the police chiefs of the people ( Rat der Volksbeauftragten ) is the name carried by the government of the German Révolution, of November 1918 at February 1919.
During this period, the principal achievements of the Council were the organization of the Cessez-le-feu which puts an end to the First World War on November 11th, 1918, the organization of the Congress of the councils of workmen and soldiers of Reich of the 16 at December 20th, 1918, and the preparation of the legislative elections with the German constituent National Assembly on January 19th, 1919.
The Council is formed on November 9th, 1918, after the Abdication of the Kaiser Guillaume II and the proclamation of the République. The Council is composed of a coalition between the social democrat Parti (SPD) and the independent social democrat Parti (USPD). Until December 29th, 1918, one counts three members of the SPD (Friedrich Ebert, Philipp Scheidemann, Otto Landsberg) and three others of the USPD (Hugo Haase, Wilhelm Dittmann, Emil Barth).
December 29th, the USPD withdraws the Council. The principal point of rupture is the Pacte Ebert-Groener which prevents the democratization of the army. On many other subjects, the members of the USPD had the impression to be ignored. The Council then comprises two novel members resulting from the SPD, Gustav Noske and Rudolf Wissell.
February 13rd, 1919, the Council gives up the capacity with the government of Philipp Scheidemann, elected by the National Assembly.
