The Conseil of the Indies is the administrative institution most important of the Spanish America and the Filipino during the 16th-17th centuries. It represents the king and has executive powers, legal and legislative.
It is founded in 1523 by the Kings Catholiques which called Juan Rodriguez de Fonseca to analyze the problems of colonization since Christophe Colomb. It supervises also maritime forwardings on the basis of Spain for America. Reformed in 1714 with the creation of the ministry for the living room, it did not have any more an administrative office. There remains thus until its disappearance in 1834.
It is following a recommendation of the Council of the Indies that Charles Quint takes his decree abolishing slavery in officially 1526, and establishing deprivation of goods and functions for whoever would devote itself to it. The testimony of Bartolomé de Las Put at the time of the Controverse of Valladolid will show thereafter that to thousands of kilometers of the Capacity, this decree had remained dead letter.
