The the Community of the independent States ( CEI ) (in Russian: СодружествоНезависимыхГосударств (СНГ), marked Sodroujestvo Nezavissimykh Gossoudarstv ) is an intergovernmental entity made up of 12 old Soviet republics. In accordance with its constitutive instruments, the agreements of Minsk and Alma-ATA, the CEI is deprived of international legal personality. For this reason, the community of the old republics Soviet is not an international organization.
The CEI was created the December 8th 1991 by the Accord of Minsk, signed by the presidents of RFSSR, the Ukraine and the president of the Parliament of the Republic of Bélarus. Since April 15th, 1994 the community gathers twelve old republics of the USSR. In 2007, the CEI counted eleven full members. This number is likely to be more reduced: in August 2005, the Turkménistan decides to become “associated member”, the Ukraine, Georgia and Moldova evokes the possible denunciation of the constitutive agreements. However, no contrète measurement was undertaken in this direction.
December 21st, 1991, at the time of the top of Alma-ATA, in Kazakhstan, the CEI is extended to eight other States resulting from the USSR: the Moldavie, the Arménie, the Azerbaïdjan, the Kazakhstan, the Kyrgyzstan, the Turkménistan, the Tadjikistan and the Ouzbékistan. Just like the Ukraine, the Federation of Russia and the Bélarus hold the statute of founding member of the Community.
The Charte of the CEI was adopted in 1993, the same year the independent States created a the economic with an aim of developing economic cooperation and commercial Union. The Georgia was forced to require adhesion of the CEI because of the destabilization of the political situation in Abkhazie and in the area of Tskhinvali.
Between 1994 and 1999 the CEI was in paralysis. A reform of its executive bodies was undertaken in the years 2000. The majority of projects initiated within the framework of the CEI failed. In 2005, Turkménistan made known its decision to degrade its participation in the level of observation. Georgia, Moldavie and the Ukraine informed of their possible exit of association.
In spite of the failure observed of the CEI, certain former Soviet republics remain however grouped out of economic material via the Eurasian Economic community, and soldier via the Organization of the Treaty of collective security. So a long-term integration “with European” is not yet completely excluded for a reduced part of the old Soviet space.
