The Community of communes of the canton of Conty

The community of communes of the canton of Conty is a inter-commune structure French, located in the department Somme.

History

The Community of Common was created in 1997, and replaced the preexistent trade unions such as the SIVOM and the SIVU of green casting.

The Community territory

The community is located on valleys:
  • the valley of the Saddle: center northern south (Monsures with Bacouel-on-Saddle)
  • the valley of Evoissons: center western is (of Frémontiers to Conty)
  • the valley of the Parquet floors: center southern northern west/is (of Thoix to Fleury).

This rural territory is easily accessible by the N°17 diffuser from the highway A16

Competences

The adherent communes delegated to the community the following responsibilities:

  • Economic development: Are declared of Community interest:
    • the study, the creation and the management of any zone of economic activity artisanal, commercial, tertiary, of more than 3 ha;
    • As regards assistances with the companies: 1a construction, the maintenance and the management of the workshops relay and seedbeds of companies established on the Community zones of activities;
    • the creation and the management of villages holidays of more than 5 residences of holidays;
    • the creation and the animation of the Community Tourist office.
  • Fitting-out: Are declared of Community interest:
    • the Diagram of territorial coherence;
    • the Information system strategic plan of sector;
    • the maintenance of the hiking trails profiting from a subsidy of the General advice of the Sum;
    • the constitution of land concerning economic development and the habitat.
  • Protection and development of the environment:
    • the Cleansing not collective: For this reason it ensures the control of the systems of noncollective cleansing, the technical assistance with the owners creating or putting at the standards their installation, the installation of tools making it possible to facilitate the maintenance of the installations;
    • It can ensure of the performances of service in these fields, subject to the legal tendencies and lawful applicable on the matter.
  • Housing and tallies of life: Are declared of Community interest:
    • the local Programme of the habitat conforms to the provisions of the L.322 article of the code of construction;
    • the construction and/or the acquisition-rehabilitation of social rental residences. It is specified that the communes keep faculty to rehabilitate their existing inheritance.
  • Roadway system: Community of communes:
    • Ensures the maintenance of the network of ways of Community interest listed in appendix the statutes. Raise of the Community interest:
      • intramural ways,
      • ways allowing to ensure a connection between two communes,
      • ways ensuring the service road of an inter-commune connection, a secondary road or a main road;
    • Ensures the bordurage in the communes along these ways of Community interest like on the secondary roads, at the end of a convention passed with the General advice of the Sum;
    • Ensures mowing, the pruning and the snow clearance of the ways of Community interest. For the snow clearance of the departmental ways, the community of communes can conventionner with the General advice of the Sum;
    • Can, in these fields, to ensure of the performances of service for other communities, subject to the legal tendencies and lawful applicable.
  • Sports equipment: The community of communes ensures:
    • the maintenance of the gymnasium Claude existing Jeunemaître (contiguous to the college of CONTY);
    • the construction and the management of all new equipment of more than 100.000 € H.T
  • Cultural activities and sporting:
    • the community of communes brings its technical support and financier with associations or definite clubs of Community interest like having members originating in to the hands 50% in common the members;
    • It ensures the programming of spectacles of Community interest, i.e. whose promotion is carried out on an inter-commune scale.
  • Services with the population:
    • Service domestic assistances and person receiving benefits;
    • Participation in the House of Employment or any other equivalent structure.
  • School:
    • First degree: the community of communes deals with, starting from January 1st, 2006, operation and the investment (competence limited to the old statutes until this date).
  • Childhood/Youth:
    • Organization and management on a canton scale of the recreational centres without lodging in public matter;
    • Creation of equipment intended to accommodate groups in recreational centres during the summer;
    • Organization and management of the public cribs on a canton scale;
    • the community of communes of the canton of CON' TY will be able, moreover, to bring a financial assistance to the associative structures of the canton working in these fields.

The community adheres to the following inter-commune organizations:

Taxation

The Community budget is financed by an additional taxation with the local taxes perceived by the communes.

Achievements and projects

The community arranged in particular an economic pole with Essertaux and of a workshop-relay for the company Touquet Savor (conditioning and sale of potatoes with flesh close), and carried out the extension of the gymnasium Claude Jeunemaître to Conty.

It has an important activity to support the maintenance in residence of the elderly, maintains 140 km roadway systems in the place of the communes, and created a dechettery with Lœuilly.

It envisages:

  • the creation of a zone of activity near the N°17 diffuser of the highway A16
  • Creation of sports equipment, and in particular of a general sports room with Plachy-Buyon and the improvement of reception of the users (many school) with the construction of cloakrooms and medical of the nautical base of Lœuilly
  • the creation of a vacation village developing and poréservant the ecological richnesses of the 3 wet valleys which constitute the Community territory.
  • the construction of a Base of reception of the recreational centres in the marshes of Conty.
