The Community of communes of the Solid mass of Mouthoumet

The Communauté of communes of the Solid mass of Mouthoumet is a French inter-commune structure , located in the department of the Aude and the area Languedoc-Roussillon.

History

The community of common was created in 2001, and includes/understands almost the totality of the 18 villages of the canton, except Palairac, which being closer to Tuchan, preferred to join the Communauté of communes of High Corbières.

It makes following the existence of the ADHCO, association created in 1985 the purpose of which is to maintain the population by the conservation of the public services and the development of activities of assistances to the inhabitants of the canton.

Creation of the house of the district of Mouthoumet
Creation of the mini-market of Laroque-of-F
Creation of the POMS (multi-service points) offering a postal service, data processing and library
Services of assistances to the people dependant
Creation of small islands qualifiers in vine growing
Installation of a company of congestion
Creation of workshops communal relays
Installation of land operations for the development
Construction of a school for the canton
Development of an environmental plan (hiking trails, closes teaching, reception of school camps)
Installation on a recycling of waste
Réhabilitation on empty houses to make of them lodgings of character
August 2007, wood or plastic, installation campaign of individual daters for the private individuals, the cost requested from the inhabitants is from 10 to 15 €.

Criticisms

Although largely having proposed the positive side of this community of commune, necessary for small villages isolated in an arid zone, it is necessary also, and unfortunately as a décrier the administrative drifts…

At the beginning was ADHCo, association created in 1985, subsidized by the department and the area.
In 2001, it was created the Community of communes of the Solid mass of Mouthoumet which was theoretically to take over this innovative and historical association.
Theoretically, after the creation of this entity, association mother should have been dissolved in theory.
But today, two entities superimpose and have same activities, receive same subsidies, and which enters a good hundred employees full-time…
the canton counts 1253 inhabitants into 99 (without double account according to INSEE), which really corresponds to 800 or 950 inhabitants, it is well-known that people of the city are made count in their native village.
If one submits the relationship between the inhabitants and the forces implemented by the two entities, we come to an employee for 8 to 10 managed… It is rather enormous!

One would not have to make premature assessment and without base, but it is also necessary to go figures obviously and to wonder what do the people employed and subsidized by the taxes serve exactly as the taxpayers?
