The Community of communes of Pernois

The Communauté of communes of Pernois is a French inter-commune structure , located in the department of the Pas-de-Calais and the area Nord-Pas-de-Calais, Arrondissement of Arras.

Competences of the Community of Communes of Pernois, i.e. the fields for which she exerts her public service missions, were redefined by decree préfectotal dated November 14th, 2006.

I) OBLIGATORY COMPETENCES

1) Fitting-out

- Development, modification, revision and followed:

- environmental profile of the territory - commercial development scheme - wind diagram of territory (ZDE) - territorial diagram of coherence - Implementation of the charter and the Contract of Country of Ternois

2) Economic action

- Study and creation of zones of light activities and seedbeds of companies. Of Community interest the zones of activities of at least 3,5 hectares along the C.D. of first category are; - Study and implementation of inter-commune actions supporting the maintenance, the installation, the development of companies agricultural, artisanal, commercial and industrial (direct aids and indirect, information, promotion, services of support; - Development and implementation of an inter-commune tourist policy; - Assistance with the applicants for work and public in difficulty (information and formation social actions) within the framework of the PLAICE of Ternois and the Local mission of Ternois.

II) OPTIONAL COMPETENCES

1) Protection and development of the environment - Creation, maintenance and animation of the hiking trails of the territory approved by the Departmental federation of Hiking, the paths of VTT approved by the Departmental federation - Maintenance of the Green areas, plantations within the framework of the operation Oxygenates 62 of the Department; - Collection, treatment and valorization of the household refuse; - Cleansing: - Collective Cleansing: - Rain water existing unit networks (waste water + rain water) and those whose information system strategic plan of cleansing and plan of zoning will impose, for technical reasons, a unit network. - Waste water The plan of zoning, the information system strategic plan and the study of definition; Collective cleansing: control of work and financing of the drainage works; The management and the maintenance of the works “Waste water”. - NonCollective Cleansing: - The installation and the operation of a S.P.A.N.C. - Management of water: - Actions defined by the contract of river and the rural contract for water (fight against the floods, installation of zones of retention and expansions, fight against the erosion of the arable lands, creation of basins of storm), clearing out of the ditches along the communal ways and the country lanes, perennial maintenance of installations created; - Implementation of Wise of the Lily and Canche, the Contract of River “Clarence” - Adhesion with the SYMSAGEL and the Mixed trade-union of Canche;

2) Housing policy

POIH: Study and implementation of programmed operations of improvement of the habitat; Actions supporting housing construction adapted to the seniors: accounting for at least 60% of the residences in an operation of construction, on grounds belonging to the Community of Communes 3) Creation, Maintenance and Operation of the cultural and sporting equipment:

New technologies of Information and Communications: the Cyberspace located at Pernes (operation and investment)

Following existing schools: - the school of dance managed by Association Attitude Dances of Pernes; - music schools of Fountain-the-Hermans, Bours-Marest, Pernes-in-Artois; - the school of football of the grouping of the Clubs of Pernois; - the Data-processing Club of the School Marcel Dollet de Pernes; The Sports complex Luce LELEU: Management, maintenance, installation, equipment and rehabilitation; The track of athletics of the stage of Pernes; The plate of evolution of Pernes; III) OTHER COMPETENCES

Installation of a service of transport at the request of the people: Study and installation of a service of collecting of the nomadic animals Transport of the food products for the resto du coeur Installation of actions for early childhood and the young people: actions included in the Contract Spare Times and the Contract Early childhood; Creation of events on the scale of the Community (cultural weeks, concerts) Public lighting - extensions of networks (complement inside the agglomeration), - the replacement of the decayed networks, - catch in charge trickle. Consumption of electricity remains with the load of the communes.

Within the framework of its competences, the Community of Communes is entitled to ensure of the performances of service for its common members, with the other communities, EPCI, mixed trade-unions.

Management and loan of field-installed machines for the animation of the communes.

History

The Community of Communes of Pernois was recognized by decree of the prefect of the Pas-de-Calais dated December 31st, 1993. This one authorizes 17 communes (AUMERVAL, BAILLEUL-LES-PERNES, BOURS, CONTEVILLE-EN-TERNOIS, FLORINGHEM, FONTAINE-LES-HERMANS, HESTRUS, HUCLIER, MAREST, NEDON, NEDONCHEL, PERNES-EN-ARTOIS, PRESSY-LES-PERNES, SACHIN, SAINS-LES-PERNES, TANGRY and VALHUON) to gather, to form the community of communes of the PERNOIS.

A second decree dated November 7th, 1994, makes it possible the commune of the THIEULOYE to join the community of communes, which changes the number to 18.
