The Community of communes of Combe of Savoy

The community of communes of Combe of Savoy is a inter-commune structure French, located in the department of the Savoy.

It is a public corporation of inter-commune co-operation (EPCI) with clean taxation, i.e. it takes of the taxes and royalties to exert competences that the communes transferred to him.

History

Following the law nº 99-586 of July 12th, 1999 relating to the reinforcement and the simplification of the inter-commune co-operation, known as law Chevènement, the trade union of the canton of Saint-Pierre-D' Albigny, who included/understood nine communes, decided to dissolve. The four communes of Saint-Pierre-D' Albigny, Saint-Jean-of-the-Carries, Cruet and Fréterive chose to gather to create the community of communes of Combe of Savoy, by order of the prefect dated December 31st, 2003.

Composition

The community of communes is made up of four communes:

Saint-Pierre-D' Albigny (: 3309 inhabitants);
Saint-Jean-of-the-Carries (879 inhabitants);
Cruet (988 inhabitants);
Fréterive (440 inhabitants).

Competences

The creation of a Communauté of communes is resulting from the will of common the members to put an end to a redundancy structures between the common partners, to make economies of scale and to support the development of the Community territory.

She exerts two obligatory competences:

the fitting-out (installation of a free architectural consultance, negotiation multiannual programs with Area and Department; land programs; negotiation PPRI)
the Economic development (zones of activities, trades and craft industry, Employment Policy, etc)

She exerts other competences in addition:

protection and development of environment (household refuse, autonomous cleansing, erosion prevention of the grounds, etc);
and the framework housing policy of life;
construction, the maintenance and the operation of cultural and sporting equipment and teaching (loans college);
the policy relating to childhood and youth (reception of early childhood, animations bound for childhood and of youth, etc);
the construction of a gendarmerie, numerical public spaces
the valorization of the hiking trails

Administration

The Community Council

The council of community is composed of delegated municipal councils representing the four common members. The distribution of the Community seats was decided collectively according to the population of each commune:

Saint-Pierre d' Albigny has five members (Didier Anquetil, Christiane Brunet, Oswald Israel, Jean-Jacques Mauris, Michel Pajean);
Fréterive, two (Henri Genin, Laurence Francoz);
Midsummer's Day of the Door, three (Gerard Rochas, Francoise Boisset, Bernard Chaland);
Cruet, three (Plundering Etienne, Maurice Mandrillon, François Tiollier).

Budget in 2007

(deliberations sources of the Community council: March 21st, 2007). The principal budget of 2007 of the community of communes balances in expenditure and receipts with: 2377483 €, distributed between:

: 1569324 euros for the operational budget;
: 808159 euros for the budget investment:

Operation

The receipts composing this budget are made up:

by the products of four taxes (tax of dwelling with 1,22%, land frame with 2,63%, land not built with 7,71% and professional tax with 1,97%) for an global amount of: 241462 € (the rates have not increased for 4 years);
by the tax of removal of the household refuse (rate of 14,55%) for: 583503 € (the rate slightly decreased in 4 years);
by the equipments and subsidies of the partners for: 616760 €;
by other receipts for: 127599 €.

The expenditure is directed mainly towards:

current loads and operation costs such as personnel, rents, insurances, research departments, for: 518279 €;
poured performances of service, participations and subsidies, for: 858028 €;
financial expenses and of self-financing, for: 193017 €.

Investment

The receipts composing this budget are made up:

by the equipments and subsidies of the partners, for: 315533 €;
by the released self-financing, for: 303012 €;
by the loan, for: 189434 €.

The expenditure is affected on:

the purchase of land, their installation and work of equipment (gendarmerie, dechettery, zones of activities, control rain water, nurseries, descriptive tourist), for: 611159 €;
studies, for: 77000 €;
the equipment of the offices and the large stock, for: 30000 €;
other financial expenses, for: 90000 €.

Cleansing

The additional budget called “of noncollective cleansing” allows management this new competence of the community of communes. It must be in theory balanced by the receipts drawn from the royalties of the users.

The budget balances in expenditure and receipts as follows:

Operation: : 73626 €;
Investment: : 10584 €;

for a total of: 84210 € in 2005.

The community of communes of Combe of Savoy set up a SPANC in accordance with the Law on the water 3-1-1992 which stipulates that this service is created before December 31st, 2005. The missions of the SPANC consist in ensuring a control of the installations of autonomous cleansing at the time of their realization, but also a regular control of their good performance and their maintenance. These controls thus relate to at the same time the new devices and those existing.

Recall: The autonomous device of cleansing is an obligatory device for the people not connected to the sewerage system, which allows the treatment of waste water coming from the septic tank or all water before their rejection in the natural environment. The objective of this device is to preserve the quality of the rivers and ground water.

In a logic of territory, the CCCS is partner of communities on the sets of themes of town and country planning:

of the Regional natural park of the Solid mass of the Wallows for certain operations:

the rehabilitation of vacant buildings,
assistances with the trade and the craft industry,
the management of waste,
tourism;

of other communities of communes of the territory of the Heart of Savoy:

a partnership with the the Community of communes of Gelon and Coisin for the mission employment undertaken and early childhood
of agricultural and economic animations on a Heart scale of Savoy with the cantons of Montmélian, Saint-Pierre-with Albigny, Chamoux-sur-Gelon, Rochette;

of the department of Savoy and the area the Rhone-Alps for a negotiation of contract of development on the scale:

of the Heart of Savoy for the general advice,
of Savoy Metropolis for the district council.
