The Community of communes Lisieux Country of Trough

The Communauté of communes Lisieux Pays of Trough is a French inter-commune structure , located in the department of the Calvados and the area Basse-Normandie.

Composition

It is made up of a commune of the Canton of Blangy-the-Castle, of seven communes of the Canton of Lisieux-1, of a commune of the Canton of Lisieux-2, of twelve communes of the Canton of Lisieux-3, of two communes of the Canton of Orbec and Lisieux being the chief town of 3 cantons:

Competences

  • Fitting-out
    • Information system strategic plans and of sector: creation and realization of zones of activity
    • territorial Diagram of coherence (SCOT)
    • Devices of Community interest (development and approval within the framework of the contratualisation with the State and the Area, charter of country).
  • Economic development
    • Installation, maintenance and management of zones of Community economic activity of interest. All the existing and future zones are of Community interest. The Community of communes exerts on these zones, any control of work as well as regards building as of viability and networks various, and proceeds to all purchases, all leases, provisions and sales. The financial conditions and patrimonial of transfer of the existing zones of activity are controls according to the methods envisaged in article 11 of the statute.
    • With its creation, the Community of communes replaces its common members like to any inter-commune structure, nondissolved by its creation, in all operations of workshop-relay in progress.
    • the Community of communes carries out all development actions economic of Community interest.
    • the Community of communes takes all actions concerning the companies, the markets, employment, and in particular:
      • the reception of the companies, coordination with the various actors
      • economic promotion
      • services with the companies, the hiring of buildings, the existing seedbed of companies or to create, the complex Exhibition site, the hippodrome, the cattle market
      • markets and collection of the duties of place
      • subsidies to associations concerned with the fields of competence of the community
      • the assistances to the companies within the framework of the texts in force
      • the exercise of any operation of workshop-relay in progress or to carry out
      • administrative authorizations others that those concerning policing powers of the mayor
      • animations with the trade
      • the actions undertaken with the title of the craft industry and the trade
      • all actions in favor of employment
  • the tourist Development
    • the Community of Communes takes all tourist actions of Community interest, and in particular:
      • the definition of a policy common
      • the Tourist bureau
      • assistance with the companies concerned with this sector within the framework of the texts in force
      • subsidies to associations concerned with this field
      • creation, management of tourist equipment and in particular of camp-sites
      • the promotion of the products and the assets of the territory of the Community
      • the development of the inheritance
      • the development of animations, circuits of visit.
  • Collection and treatment of household waste
    • Household waste, including special waste
    • comparable Waste: waste produced by the tradesmen, craftsmen, restorers and administrations
    • nondomestic Waste of packing < 1.100 liters per week
  • Culture
    • Management of the National school of music and dance
    • Subsidies with associations concerned with this field
    • Maintenance and investment of the equipment placed at the disposal: National school of music and dance and theater of Lisieux Country of Trough
    • Harmonization of the tariffs for the inhabitants of the Community of communes
  • Roadway system
    • Pruning of the hedges, crushing of the banks and slope on any way which leads to a dwelling (except private ways) or any way except private ways
    • Curage of the ditches
    • Création and maintenance of all new way of Community interest
  • Sport
    • Gestion, maintenance and investment of the nautical center “Nautile”
    • Subventions with associations concerned with this field
    • Harmonisation of the tariffs for the inhabitants of the Community communes
