The Community of agglomeration of the Country of Montbeliard

The Communauté of agglomeration of the Country of Montbeliard is a French inter-commune structure , located in the department of the Doubs and the area Franche-Comté.

The Community of agglomeration of the Country of Montbeliard was created in 1999 by the transformation of the urban District of the Country of Montbeliard into Communauté of Agglomeration. It is the first structure of this type created in France. There are approximately 150 today.

Between city and department, the community of agglomeration is an intermediate level created by the law Chevènement of July 12th, 1999. It acts on a coherent territory which does not take account of the communal limits but lifestyles of the inhabitants. It is the case of the Country of Montbeliard where the same person works, lives and benefits from its leisures in different communes.

The Community of agglomeration of the Country of Montbeliard gathers 29 communes and 121.000 inhabitants out of 179 km ². She exerts forty responsibilities on the whole (or competences): urban transport, distribution and cleansing of water, construction of the local university pole, economic development, collection of the household refuse or sorting of waste. The regrouping of 29 communes initially makes it possible to devote a more important budget to these services and to coordinate their installation on a territory scale.

Operation

The deliberating assembly

The Council of agglomeration is made up 68 members. Even if those are not elected directly by the citizens, they all are city council men in one of the 29 cities or villages which form the Community of Agglomeration of the Country of Montbeliard.

The Council of agglomeration functions on the same model as that of a municipal council. The elected officials regularly meet in order to discuss of the policy to implement in the Country of Montbeliard in the fields where the Community of Agglomeration is qualified.

The Council elects its president and his vice-presidents, the equivalent of the mayor and of associated in a town hall.

The President

Elected by the Council, the President is the executive body of the community of agglomeration: he prepares and carries out the deliberations of the Council. The President is also the director of the receipts and the expenditure, i.e. it gives the order to the public accountant to pay the expenditure and to recover the receipts. He also has the capacity of nomination of the agents of the Community of Agglomeration. Lastly, the President is the chief of the services and is charged to represent the Community of Agglomeration in justice. He can, to a certain extent and under his responsibility, to delegate some of his capacities to the vice-presidents or to the managing director of the services.

Since 1989, the president of the Community of agglomeration of the Country of Montbeliard east Louis Souvet (UMP). Louis Souvet is also senator of Doubs, vice-president of the commission of the social affairs of the Senate. It in particular brought back the social cohesion law of Jean-Louis Borloo to it.

Antiquity with the Revolution: birth of an identity

From ancient Rome to the Middle Ages

The first archaeological traces of the local history go back to the beginning of the Christian era. Epomanduodurum, future Mandeure, is a prosperous river port. But this prosperity disappears with the Roman Empire during the cruel invasions. From this time, there remains nothing any more but one Roman theater of big size. The millenium which follows sees invasions, famines, wars and epidemics to follow one another. Despite everything, the agricultural life develops. The successive Masters of the territory build their fortified town on the current acropolis of the Château of Montbeliard. It is in 935 that for the first time the name of Montem Billiardae appears.

The Middle Ages with the Reform

During the first centuries of the new millenium, Montbeliard and its surroundings develop. Firm the surrounding are transformed into villages, while it city-center obtains an administration then of a mayor. The area becomes an important economic center, place of large fairs. In spite of the wars seigneuriales, the middle-class affirms its capacity while being released from the heaviest constraints and while joining the management of the city. But in spite of this modernity, Montbeliard does not escape the great crisis socio-policy which will lead to the Rebirth.

It is in this context that in 1397 Henriette, girl of the count de Monfaucon, receives in heritage the county of Montbeliard. Political alliances lead to its marriage in 1407 with Eberhard of Wurtemberg, prince of the Germanic Empire.

Following this marriage, the Country of Montbeliard becomes an independent principality in 1495. Its close connections with the other side of the Rhine transform the city: the administration and town planning are modernized, but especially the reform Protesting E is essential.

Reform with the Revolution

Wedge Protestant in catholic France, Montbeliard accommodates many huguenots persecuted while the pastors teach reading and writing the population. It is at that time that the architect Heinrich Schickhardt redraws the city: one owes him, inter alia, the suburb of Besancon, the building of the Markets and the temple Saint Martin. This strong identity makes it possible the Country of Montbeliard to resist the successive occupations of King de France.

But in 1792, the revolutionary ideas are right of Würtembourgeoise monarchy: the Principality of Montbeliard is attached to the French Republic. Preserving its identity Lutheran, it quickly develops a prosperous economic fabric based on the clock industry and the textile.

Industrial revolution at our days: the car and beyond

The 19th century and the Industrial revolution are marked by the Japy families and Peugeot. Industry is established in Montbeliard and the first cars with the Lion appear at the end of the century.

In 1910, Peugeot installs its first factory on the site of Sochaux which remains its principal production center today. The First World War devotes the mass production: the site produces 9.000 cars in 1913,50 000 in 1937. These capacities will sadly be made profitable by the Nazi Germany which annexes the factory of 1940 with 1944. Shortly after the war in the middle of the Years 1970, auto industry constitutes the heart of economic fabric of the Country of Montbeliard, amplifying the phenomenon of immigration appeared towards 1920. In 1980, Peugeot counts 40.000 paid.

Oil crisis at our days

The oil crisis puts an end to the golden age of the car. The requirement for profitability weighs heavily on the employment which must be more and more qualified. Into twenty years, manpower of Peugeot are divided by two while the immigrant populations are incited with the return. The Country of Montbeliard must from now on diversify its economic bases. This change must be carried out in the new context of the globalisation and competition between territories.

To face this news gives, the intercommunality imposes itself very quickly. As of 1959, the urban District of the Country of Montbeliard (DUPM) is created to share what cannot be assured by the communes: fight against the fire, public transport and collecting of waste. But beyond, the Country of Montbeliard wants to reinforce its attractivity: it is necessary to redraw the urban landscape, to develop the cultural life, to create new equipment and to offer new formations while integrating the agglomeration in France and Europe.

To give the means of them, the District transforms on October 28th, 1999 into the Community of Agglomeration; the DUPM becomes the first inter-commune structure of France to cross this course. A project of Agglomeration is then written, which gives a lighting on the future desired by 2020.
