The Community of agglomeration of Hénin-Carvin
The Communauté of agglomeration of Hénin-Carvin is a French Intercommunalité located in the department of the Pas-de-Calais and the area Nord-Pas-de-Calais.
Composition
It includes/understands 11 common Arrondissement of Lens and 3 communes of the Arrondissement of Arras, is a total of 14 communes gathering 125.313 inhabitants (population without double accounts). Its council counts 45 holders and 56 substitutes.
Competence
The the Community of agglomeration, created on January 1st 2001, took again the perimeter of the District same name, like its competences, by widening them:- Cleansing, rain waste water and ,
- Drinking water,
- domestic Waste S, collection and Incineration including the recycling,
- Environment,
- Town and country planning,
- political of the city and Housing,
- Economic development.
With its neighbor (the Communaupole de Lens-Liévin), the community of agglomeration transferred its competence transport (PDU and network Tadao) as well as the development from sound diagram of territorial coherence SCOT to mixed trade-unions. The two communities of agglomerations exploit also jointly a Crématorium and collaborate in several other fields.
The activity of company
According to the economic magazine the Company , on all the “agglos from 100.000 to 200.000 inhabitants”, that of Hénin-Carvin is placed in 32ère and last position. But it would seem that their calculations are bad because he would be stripped of an airport, while the Aéroport of Lille - Lesquin would be at twenty minutes thanks to the highway. The cost of toll towards Paris would be also too expensive (13,60€). Most worrying is that the magazine did not find any retail park with Hénin-Beaumont whereas Edge-of-Water is filled with activity.
