The Community of agglomeration Valley of the Seine
The Communauté of agglomeration of the Val-de-Seine is a French inter-commune structure , located in the department of the Hauts-de-Seine and the area Île-de-France.
History
Create on January 1st, 2004. The constitution of this community of agglomeration was very criticized in Sevres, much estimating that geographical coherence would have required that Sevres join the Communauté of Arc agglomeration of the Seine, and that disproportion between Sevres (22 700 inhabitants) and Boulogne-Billancourt (108 000 inhabitants) is too important. The municipal opposition saw the will there to approach a neighbor UMP, radical Sevres being surrounded of municipalities UDF and of left.According to the Greens of Sevres, " Beyond the speech agreed upon on the mutualisation of the means, it especially acted to avoid in Boulogne (one of the richest cities of France) paying the penalty due to the FSRIF (Solidarity funds of the Île-de-France area) because of the lack of social housing in Boulogne (approximately 11% instead of the 20%, minimum fixed by the law). Separate with 25% of social housing indeed reduced the lack of Boulogne in the field.

Services
The operational organization of the Community is based on the services of the two cities, the head office indicating on a case-by-case basis a pilot service. The head office is coordinated by the managing director of the services of Sevres.
Competences
- Fitting-out: the SCOT (diagram of territorial coherence) and the urban transport are transferred immediately but the ZAC (reach development concerted) are not it (not definite Community interest).
- Economic development: no the immediate transfer because the Community interest is not yet defined.
- social Balance of the habitat: immediate transfer of the PLH (local plan of the habitat) only and the Community interest is not yet defined on the remainder of competence.
- Political of the city: no the immediate transfer because the Community interest is not yet defined.
- the roadway system and car parks: transfer of the roadway system (the Community interest will include the entirety of the roadway system of the two cities) but not of transfer of the car parks (the Community interest is not defined)
- the environment (of which household waste and comparable, integrating the collection and the treatment): immediate transfer
- the cultural and sporting equipment: no the immediate transfer because the Community interest is not yet defined
- public lighting (including Christmas lights), urban furniture, the street signs and the descriptive one, cleaning, the communal interventions on the departmental and national ways, the green areas contiguous to the roadway system
- transport with the request bound for the people with reduced mobility
The community is member of following intercommunity associations:
- Mixed trade-union of the Slopes and the Valley of the Seine which has in load the preparation of the diagram of territorial coherence which will direct the installation of the Slopes and the Valley of the Seine.
- Mixed trade-union of the Hauts-de-Seine for the Elimination of the Household refuse
- Mixed trade-union for the nautical, sporting activities and of leisures of the Valley of the Seine
