History

Competence

The Heart of Ostrevent is competent as regards Economic development, Fitting-out, social Equilibre of the habitat, Protection and development of the environment and the Framework of life, Politique of the city, Planification, Assainissement, Rain water, electric Energy distribution, Cultural policy, tourist Développement and sporting Policy.

The Heart of Ostrevent is posted, as a whole, rather like a residential pole that like a pole of employment. This territory is served by the structuring axis of the Mining ex-Basin (A21) and, in its northern part, by a fast connection to leave or in direction the metropolis inhabitant of Lille (A23) ......

The heart of Ostrevent constitutes a geographical surface characteristic of the Mining ex-Basin, strongly marked by the period as well in its town planning as in its profiles sociodemographic. To the stop of the coal exploitation were added the regression of the glass pole Aniche/Emerchicourt and especially the disappearance of the iron and steel activities of Denaisis. But it is also a territory with the rural components which profits, in the south, of the presence of the Valley of Judicious and, in the North-East, natural spaces and foresters of the PNR the Scarpe-Scheldt.

On the territory of the Heart of Ostrevent, the area of influence of the three large urban poles overlaps which surround it: Douai, historical downtown area and administrative pole of the district; Valencian, from which the attractivity extends mainly on the fringes is territory; and the metropolis of Lille, which exerts its influence because of its functions of regional interest and the fact also of the extension of its basin of habitat, in particular in the northern part of the territory.

The Heart of Ostrevent obtained a project of territory which determines the orientations and the priorities of the 21 communes for 2000-2015 economic development social cohesion, installation and town planning, transport and housing, policy of the city, environmental policy… It is articulated around three major axes: an economic development supporting the access to employment for all/a developed and gravitational residential framework/the development of the quality of the social life and individual blooming.

the 2005 CCED decides to intensify the economic activity around the ZA of Renaissance.Le site retained was circumscribed around the marshalling yard of Somain and the ZA of the Rebirth.
In a zone with the dense grid of highways A21, A1, A2, A23, A26 a zone of 65 hectares a logistic platform bimodal Rail road with 7 buildings will offer 250.000m2 storage of which 123.000m2 directly connected to the rail.
